Administration and Operation Coven Council: This body shall handle the ordinary business of the Coven. *Membership: The Coven Council shall consist of all Initiates of the Coven. Dedicants may be invited to attend and participate in Council meetings as well. *Scope: The Council shall discuss all matters of: -Program planning and activities -Dedication, initiation, and membership generally. -Finance and budget. -Outreach, networking, and affiliations. *Facilitation: The High Priestess shall ordinarily chair meetins of the Council. Where she is absent, or chooses to delegate this responsibility, the High Priest shall chair the meeting. *Method of Operation: The Coven Council shall make decisions according to consensus of all Initiates after the High Priestess and High Priest narrow the topics to be decided upon. *Meetings: The Council shall meet monthly on a regular basis as decided upon by consensus of the Council or called as an emergency by the High Priestess AND High Priest. *Qurorum: A quorum shall consist of the active members present at a regularly scheduled meeting of the Coven Council, or three-quarters of the active membership at any specialty meeting called. Offices and Duties: The following offices shall be filled by the Coven Council whenever a vacancy occurs: *High Priestess: Chairs the Coven Council along-side the High Priest, leads rituals, or provides supplies for those who do so, pupervises the work of other offices, directs initiations of all male candidates into the priesthood, enhances inner strength and harmony of the coven, and provides overall guidance to the work of the Coven. *High Priest: Chairs the Coven Council along-side the High Priestess, provides counseling, leads rituals, or provides supplies for those who do so, supervises the work of other offices, directs initiation of all female candidates into the priestesshood, leads in the defense of the Coven where worldy dangers threaten it, and supports all members of the Coven. *Bard: Collects songs and chants; teaches and leads the Coven in music; collects lore and legends; preserves and passes on the old lore, coven history, and traditions. *Scribe: Keeps minutes of Council meetings; handles correspondence; and keeps record of Coven projects, rituals, and activities. *Pursewarden: Collects money, keeps accounts, makes purchases, coordinates fundraising projects, and keeps records of church's legal status. *Watcher: Handles safety and security at Coven events; finds safe places for tiaul work; sets wards, knows laws regarding freedom of religion and assembly, serves as liason to law enforcement, and may teach self-defense. Guidelines for conduct: All Dedicants and members shall be guided in their conduct by the Wiccan Rede, Law of Return, Book of the Law, and by the Goddess and God within each of us. |
