4. PLAYER USAGE |
1. We will be using regular injuries. We will also be using "forced daily injuries". At the beginning of every series, owners need to give the teams "DAYS OFF". There will be no overusage rules. 2. If you open a game and a player is not available, you cannot try to manipulate this to make that player available unless it is the day's starting pitcher. If the scheduled starting pitcher is not available, then the game can be restarted to make that pitcher available. DO NOT HIT DAYS OFF TO MAKE THIS HAPPEN! Just cancel and restart the game as many times as needed. 3. A starting pitcher with a star may be used on three games rest. If he is not a starred pitcher then he must have 4 games rest between starts. An exception to this is in the Playoffs. 4. Pitcher endurance will be determined by the SADV pitcher fatigue rules. 5. RELIEF-STARTER RULE: A starter needs two days rest before he may relieve. With his two days rest, he may only relieve 1 or 2 innings. Then he must have 2 days off before starting again. Example, Start Monday, off Tues, Wed, relieve Thurs, off Fri and Sat. Can start Sunday again. |
5. Trades |
1. All trades will take effect at the beginning of the next week unless specified by both owners that they want it to take effect further down the road. 2. No team is allowed to own more than two first round picks in any draft. This must be considered when trading 1st round picks. 3. First, second and thrid round draft picks can only be traded within 2 drafts of when the trade is made. If the trade is made during a draft, then it is for the next two drafts. For example, before the 1975 draft, you can only trade any 1st, 2nd and/or 3rd round picks of the 1975 and 1976 draft. Any other picks can be traded as far into the future as you like (Round 4-11). During the 1975 draft, you can trade 1975, 1976 and 1977 draft picks. Official start of the draft is determined by the Commissioner. 4. If an owner trades a player for a future draft choice and this leaves either team only 1 below/above the team's original roster level at the beginning of the season, this will be allowed. 5. All trades must be submitted to the Commissioner's office. The trades must be approved by the Commissioner before they are effective. 6. The Commissioner has the right to veto any trade not seen to be in the WRL's best interest or if the trade is in violation of any rules in the Constitution. 7. Trades cannot involve anything other that players and draft picks. You cannot trade stadiums, beer, managers, or players to be named later or anything else deemed illegal by the commissioner. 8. A trade deadline will be in place three weeks (Real Time) before the end of the season. This is on the "game report night" for the league (Sunday for 1950's league and Monday for 1900's league) at 7pm on the day before the 3rd to last week begins (DAY 120 on the schedule). If a trade is made after that date, it is effective at one of two points. It could be effective for the draft or effective for the beginning of the following season. There will also be a trade deadline from the time the draft ends until week 1 starts. This will allow Cms to be created and checked without trades happening. |
6. Playoffs |
1. There will be two rounds of playoffs. The two Division Champions and one wildcard team will qualify for the playoffs. If there is a tie among division winners then a one game playoff will occur. Tie breaking games will not count in regular season stats, winning percentage or other statistical categories. It will also not effect the draft order for the next season. The wild card team will be determined by the best season winning percentage of the second place teams. Tiebreaker for the wild card will be head to head record, runs scored - runs allowed and then a coin flip. If commissioner is involved, a net play game will be set up and dice rolls will be used to determine the wild card team. Division winner will always have home field advantage. If the series involves two division winners then the best season winning percentage will have home field advantage. Tiebreakers are used as above if there is a tie. 2. 2-3-2 home and road format will be used. Teams will get "Days Off" during the travel days between parks. 3. Playoffs will not use the force daily injury rule. There will be injuries but "rest" can be given between cities. Pitchers with 40 actual MLB starts or more may pitch in Games 1,3,5,7. If less than 40 actual MLB starts then the pitcher can start games 1, 4, 7. All starting pitchers can start on three days rest. Starters not used in the series may relieve even if they do not have a relief rating. The Starter-Relief rule is still in effect. 2 days rest between starts and relief; relief and starts. The off day can count as one day rest. 4. Pitching rotations can start fresh at the beginning of any playoff series. 5. Managers are expected to act in a dignified and professional manner when engaging in the playoffs. The commissioner should not be required to step in to resolve playoff disputes. All playoffs should be concluded within one week of the end of the season. The commissioner reserves the right to play the playoff games if owner(s) are not acting in a timely manner to finish the playoffs. |
7. Rules Changes |
1. All future changes to the WRL requires a positive vote from a minimum of 70% of the league owners in good standing. Members in good standing are determined by the Commissioner. The Commissioner may make administrative changes and decisions on un-addressed or poorly addressed issues. These decisions may be challenged by the league if 50% of owners vote to veto the change. 2. The Commissioner has the right to make temporary decisions when a problem surfaces without the need for a vote. This will also be subject to a majority veto. 3. The majority vote is defined as more than half of the owners in good standing who respond within 10 days to a request for veto votes. 4. Requests for rule changes can be made at any time and the Commissioner will decide the appropriate time for these changes to be submitted to the league for a vote if at all. The WRL has two leagues and any rules changes will be effective for both leagues. Owners who have a team in both leagues will be allowed to have 2 votes. 5. Denial of good standing may be made by the commissioner after considering factors such as timeliness, rules infractions etc. |
