Proposal for Peace, by League for Human Rights/Liga para los Derechos Humanos.

To the national, state, and municipal governments of the world:

To the non-governmental organisations of the world, especially human-rights organisations and liberation movements:

To the international press:

The League for Human Rights declares the following:

A state of war exists between the poor and indigent in this country, on the one hand, and those who pretend to represent them, but in fact represent the rich and powerful, on the other hand.

Wages are pushed down by merger-mania and downsizing; workers are threatened with unemployment and bankruptcy; the unemployed are threatened with hunger and homelessness; the hungry and homeless are criminilised.

The implied agenda of these developments is crystal-clear: the re-enslavement of large sectors of society.

Viewed in this light, the attack upon the Mayor and City Council of Riverside was not a criminal act, but an act of war, of retaliation on authors of the undeclared, unacknowleged war upon working and poor people.

In the face of the alleged assailant's belief that he had exhausted his peaceful, legal means of advancing the cause of those he sought to serve, the LHR-LDH offers the following peace proposals:

First: that the United States Government, and the state, county, and municipal governments constituted therein, immediately recognise the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social, and Cultural Rights, and the Pan-American Covenant on Human Rights as an integral part of their canon of law, pursuant to the Ninth Amendment of the Constitution of the United States of America;

Second: that the United States Congress, as well as the requisite number of State legislatures promulgate, pass, and impliment a Bill of Economic, Social, and Cultural Rights, hence giving the aforementioned Covenants Constitutional status;

Third: that, failing the above, no person agree to tried in the United States, nor state agree to extradite any person to the United States, until such conditions are met and such a canon of law is agreed to by judges and jurors.

Desiring peace, the League for Human Rights pledges to assiduously pursue these aims, on this, the fiftieth anniversary of the Universal Declaration of Human Rights.
