To publish something, is to make public personal information. Normally this takes the form of writing.
DTP stands for Desk Top Publishing. This is the process of writing, designing and producing on a computer. To perform such a process you would need a special program called a publisher. This tutorial explains how you can use Microsoft Publisher, which is one of many such programs.
