.....Neptune Perkins suffered from a birth defect which required him to be immersed in salt water for long periods of time. He aquired/developed the ability to spend long periods underwater without surfacing for air, and swimming at great speeds. He was a very good combatant underwater. His strength and endurance are greater than an average human. His hands and feet are webbed to enhance his swimming abilites. He wears a vest, developed by his grandfather, that allows him to spend more time out of the water.
....Neptune Perkins is also a leading authority on underwater biology, having written several books, and is a leading advocate on preserving the enviroment of the sea.
