This is the most highly fortified city in Shadow, and has never fallen to any enemy. GeltCarl steers the city in politics, thought the astute ranger, Alastor. Jessica sought refuge here when she was pregnant by Moradin, and the city's defences proved vital in keeping her child safe.
There are many criteria under which one may enter Valliard's Haven - Trade, residence, and so forth. There in only one criterium under which one may become a citizen, and this is the reason it is so highly fortified. To be counted amoungst those who the Haven will protect, one must have been wrongly accused of a capital crime, for which you are hunted. Of course, you'll need to swear by your own safe conduct under magical conditions - Gelt Carl's never been stupid.
The Haven was founded by Gelt Carl and Felix, son of Julian, when Lord Valliard's father had just been killed, and the boy was hunted. Oddly, he was hunted by Felix.
