Frank's ex-wife is about to get married, but the time traveller has to stop a botched robbery that resulted in an explosion killing several civilians… but his efforts cause the death of his ex-wife's husband-to-be.
This is clearly an attempt to broaden Parker's character, by giving him a chance to interact with his family. Frank's distress at having caused a death (although it was more Mr Action Hero's fault than Frank himself's) demonstrates well his feelings towards his task of making the world better, and how it would be if he failed. However, the episode is a little too sentimental and predictable, as Parker sets off without authorisation to correct his error.
The way he does this is effective and provides an explosive climax to the story, but there's not a lot on offer here, and it's only the continuing character interplay that pulls it back up slightly.
