RECOMMENDATION OF LANGGUR ("PESAN LANGGUR")
Thankful to the Lord, whilst putting our trust in The Almighty, and in order to exalt human
dignity, we, the participants of the National Dialogue on the topic "Revitalizing Local
Culture for Rehabilitation and Development in the Moluccas and the North Moluccas
towards a New Indonesia" at Langgur, Tual, South East Moluccas, agree on the following
recommendations:
We will intensify our deliberateness and will not cease to find ways to end the
contention, the violence and the conflict which have descended on the Moluccas and
North Moluccas.
In apprehension of the importance and usefulness of this National Dialogue at
Langgur, we herewith want to stress that this Dialogue at Langgur is only a step in a
process which must be continued while creating the opportunity to openly discuss
and end the conflict in the Moluccas and North Moluccas involving all parties.
Aware of the many differences among the people of the Moluccas and the North
Moluccas in ethnics, religion and language, we propose to make adat (local culture)
and the houses of adat into places of encounter of all parties involved, both in the
Moluccas and in the North Moluccas.
We declare our earnestness in presenting ourselves as ambassadors of the proposals
and the commitment of Langgur in each community we live in, on behalf of common
perception on the conflict and the rehabilitation of the population of the Moluccas
and the North Moluccas in the scope of a New Indonesia.
This Recommendation of Langgur is decreed in order to incorporate the aspiration of
the National Dialogue participants and to respond to the more and more widespread
desire among the people of the Moluccas and the North Moluccas to end the
conflict and the violence, which has made so many victims, and to restore normal
community life in the Moluccas and the North Moluccas like it has always been
during past ages, based on local culture and values which have always been
respected by the various cultural groups in the Moluccas and the North Moluccas.
This Recommendation of Langgur was signed by the various adat leaders, each
having discussed it in their own groups.

GENERAL RECOMMENDATIONS
OF THE NATIONAL DIALOGUE AT LANGGUR
The National Dialogue which took place at Langgur, Tual, South East Moluccas,
from 15 to 18 March 2001, fixed three focuses for its Seminar and Discussion. The
three topics that were to be talked about were: (1) to find ways to resolve the
conflict in the Moluccas; (2) rehabilitation of the Moluccan community after all
destruction caused by the conflict of more than two years; (3) to find a strategy of
(physical) rebuilding and restoration of the Moluccan community in the scope of the
New Indonesia.
While discussing on how to resolve the conflict, both opportunities and opposing
forces were scrutinized. It was generally conceded that the conflict could spread so
widely and last for more than two years due to the diminishing influence and role of
cultural and traditional social values. This was caused by the stress on bureaucracy
during the Orde Baru (New Order, the Soeharto administration) and also by the
influence of foreign cultures which entered as a result of globalisation. It was also
noticed that the Moluccan cultural social tradition was paralyzed due to too much
external interference.
In order to restore cultural and traditional social values, it was suggested to erect a
Foundation for Adat Study and Consultation. Expressed was also the hope that the
Sultans and Rajas would hold on to their adat leadership and not become part of
the formal government, while at the same time the governmental system, which during
the Orde Baru had to conform itself to the Javanese village system, should return to
its original adat village structure.
It must be emphasized that revival of local culture as the common system should not
prohibit foreigners, who want to settle in some or other region of the Moluccas, to
come and live here. These are only requested to adapt to the local cultural system
and respect it in daily life.
The mono-dualism of Siwa-Lima, which is very fundamental in the system of beliefs
of the Moluccans, should be applied in looking upon and receiving the Islam
community and the Christian community as two different sides of one and the same
basic nature which need each other.
Regarding the social structure of the Moluccan community, the Moluccan traditional
social three-layer structure, i.e. Mel, Ren and Iri, should be made use of in a creative
way in order to promote the reactivating of the social configuration that can be found
in the Molucaan tradition.
Adat law, which for centuries has proved to be able to regulate community life
between the various cultural groups in the Moluccas, can be utilized to enhance civil
law in accordance to the principle "Where is the seat of the adat, there also is the
homestead of the law". However, utilization of adat rules must have an open eye for
the context in which adat law can or cannot be applied.
Any rehabilitation concerning the people of the Moluccas, should take into account
the various and most conspicuous kinds of loss and destruction, like the loss of
housing, work, education and the destruction of public facilities.
That is why priority should be given to the problems connected with the refugees,
alternative education and the formation of children that have grown up in the midst of
violence during the conflict.
Since the future of the Moluccas fully depends on the youths as the source of
development, special attention should be given to those who dropped out of school
due to the conflict. New ways must be found to reintegrate them into formal
education which was interrupted without their fault.
Future restructure and development of the Moluccan community should make use of
the regional autonomy which was pronounced to be effectuated starting in January
2001, in which special stress is laid on the economy of the common people, based
on the ability to utilize local sources of income, enabled to do so by National and
International economy.
