JOINT APPEAL TO THE INTERNATIONAL COMMUNITY FROM THE CHRISTIAN AND MUSLIM REPRESENTATIVES IN MOLUCCAS

we the undersigned, as the leaders of the Christian and the Muslim communities in Moluccas, appeal to the international community for assitance (assistance -red) and intervention in order to stop this tragic conflict which has already claimed an estimated 8000 lives and left over 500,000 people displaced.

We believe that this conflict is not a religious conflict. Religion is used to serve the political agenda of certain factions in indonesia. The Moluccan people are considered expendable pawns in this political game and they are paying the price of every move with their lives. Since the violence is perpetrated by provocateurs and militant extremist, some of whom hold high-level position in the government and the military, we believe this conflict will not come to an end without some form of international assistance.

RECOMENDATIONS
TO THE INTERNATIONAL COMMUNITY

We ask the United Nations, European Parliament and foreign governments to urge the Indonesian government in the strongest possible terms to adopt and act on the following recommendations.

POLITICAL RECOMMENDATIONS

1) The government should act on its rhetoric and take concrete measures to end the violence and to pursue conflict resolution in the Moluccas.

2) The government should start implementing the security measures it has already agreed to as a matter of urgency. This includes the removal of all non-Moluccan members of militant extrimist (extremist -red) groups.

3) It is imperative that the military units stationed in Moluccas act in an impartial and professional manner. The recently introduced joint battalions are considered to be impartial by both the Muslim and the Christian representatives. Therefore the government should

a) increase the number of joint battalions stationed in Moluccas as a matter of urgency.

b) Primarily deploy joint battalions in developing conflict areas.

4) The government should invite an international monitoring team to the area to conduct a through assessment of the current political, human rights, security and humanitarian conditions in the Moluccas. The monitoring team should consist of personnel with extensive experience of conflict situations.

5) Those groups and/or individuals making inflammatory statements and inciting violence against and hatred of ethnic and religious groups should be investigated and brought to justice under existing indonesian legislation for hate crimes.

6) The government should take immediate measures to investigate, indentify (identify -red) and bring to justice those responsible for perpetrating the violence.

7) The government should invite an international human rights investigation team to the area to conduct an investigation as to the root causes of the conflict and the key players behind the continuing violence. The investigation team should consists (consist -red) of representatives from Komnas HAM, both Muslim and Christian communities and human rights experts from the United Nations, European Parliament and selected foreign governments.

8) The government should formulated, together with aid agencies, reconciliation groups such as Baku Bae and community leaders, immediate plans for repatriation of the internally displaced persons (IDP's). The repatriation should be accompanied by stationing a securuty (security -red) force in the area for an agreed period.

9) When the population of a village or an area has fled the violence, the government should take immediate steps to ensure that the villages will not be settled by the attackers.

10) International human rights monitors should be sent to the area as a matter of urgency.

ECONOMIC RECOMMENDATIONS
TO THE INTERNATIONAL COMMUNITY

We appeal to the United Nations, European Parliament and foreign governments to help the Muslims and Christians in the Moluccas, who are the victims of this tragic conflict, through financial assistance, humanitarian aid and international expertise.

1) The international community should support the indigenous inter-religious NGO's operating in Moluccas through financial assistance and axpertise (expertise -red).

2) International community should support and facilitate the Baku Bae reconciliation initiatives including :

a) the formation of neutral areas in Ambon, where the two communities could once again interact socially. These areas would include market places, schools, and a hospital.

b) a reconciliation workshop bringing together Muslim and Christian traditional leaders from selected locations in Moluccas

3) Law enforcment (enforcement -red) and judiciary structures should be strengthened through international expertise and financial assistance.

4) Humanitarian aid programmes should encourage self-reliance and empowrnment (empowerment -red) rather than dependency on primary aid.

5) It is imperative that there is strong emphasis on accountability for any financial assistance or humanitarian aid sent to the area.

6) Aid and assistance should be distributed through indigenous NGO's and grassroots reconciliation network, such as the Baku Bae process, rather than through government agencies to ensure accountability.

We ask the European Union and the United Nations to facilitate international intervention and assistance should the Indonesian government fail to follow the above-mentioned recommendations to protect the peaceable Christians and Muslims in Moluccas.
