For instance:
The LORD makes poor and makes rich;
he brings low, he also exalts.

He raises up the poor from the dust;
he lifts the needy from the ash heap,
to make them sit with princes
and inherit a seat of honor
All I could think of is "The slow one now will later be fast" or "the first one now will later be last."

This is not exactly the text I would think of. I would rather think of (and I have no doubt in my mind that Dylan more or less quotes this verse) the Gospel of St. Mat. Chaper 19 verse 30: " But many that are first shall be last and the last shall be first"
