History: PCOE was founded by a group that broke out of PCE in 1973. The new party was headed by Enrique Lister, a Galician communist and legendary general from the civil war. PCOE was critical to the eurocommunist line of Santiago Carillo. For example they disagreed that Carillo had denunced the Soviet invasion of Czechoslovakia in 1968. PCOE was legalized in 1977.

The PCOE had electoral collaboration with PCEU ahead of the 1983 regional elections in Madrid. When PCEU and other groups unified themselves as the PCPE, PCOE choosed to stay outside. Today there are talks between PCOE and PCPE about unification, since there are no major ideological differances.

Today PCOE is a very small group, entirely based in Valencia. The Catalan referent of PCOE is called PCOC.
