Russell was born May 17, 1925 to Claude and Anna Howell. He was a veteran of World War II. He enjoyed hunting and fishing.

He is survived by his wife, Barbara Howell; his daughters, Shelia (Storm) Howell Belk(Timothy) and Tammy Howell Rosa; his grandchildren, Joshua Shayne Spradlin, Casey Noelle Spradlin Alexander, Ashley Michaela Belk, Dylan Hunter Belk, Justin Adrian Howell, Christopher Aaron Dalton Howell, and Alexandra Marie Rosa; and his special nephews, Michael Eager(Susie) and Gary Eager(Susan). He was preceded in death by his parents, Claude and Anna Howell; his brothers, Robert, Thomas, Cleo, and Richard Howell; his sisters, Margarite Huffman, and Mary McDermed; and by one grandchild, Dakota Tanner Belk
