Howard was born in Guthrie Center, Guthrie Co, IA on 14 June 1901 to Olive Aurelia Taylor and Irwin Lehman Delany. He is listed in the 1910 and 1920 census of Tonkawa, Kay Co, OK with his grandparents, William Hart Taylor and Louisa Jane Wood. Howard married Ella May Chidester on 9 September 1924.
