RGB stands for "red-green-blue", the first two letters represent the degree of red, the second represent the degree of green,and the third, well, you get the point. 00 is the lowest, and FF is the highest value. You can compose colors like this.
Use this list to reference colors in the tags that require them. All of those colors are non-dithering (that is, they don't look with a lot of dots on a 256-color display):
