Here is a manifest, in Word 6.0 document format, about HTML style sheets and how to implement them. It's Microsoft Internet Explorer oriented.
Here is another manifest, published by the CSS consortium (no relationship with Internet Explorer) and it details all of the style sheet implementation.

Look at two pages WITH and WITHOUT a style sheet and see the changes! Obviously if you are not using Netscape Communicator or Internet Explorer or compatibles, you won't see the difference. All of the font effects are achieved without the use of ONE SINGLE <FONT> or <SIZE> tag. In your browser, go to Options, tab Advanced, and uncheck the option "Use style sheets", then reload the pages. Reactivate the option and reload again. How do they look better? Pay attention at the links.
