Proposal 
 

PROJECT: WILDCATS 

In war there are specialized personnel to handle the necessary attacks and tactics. The assassins trained to kill the high ranking officials, the sharpshooter to take out a king in the dark. The spies to report information, 
and the soldiers who give their lives to save their country.  

They give their lives willingly, or do they? In any operation you can expect there to be death. A family to be told. Another soldier gone without replacement. In the end the cost was not worth the operation.  

In killing there is always mercy. An assassin might have pity on his target and miss his strike. Or the kill never made on a child king, because he is a child.  

That is just the human condition. And above all else we are human.  

But what if I could promise you the perfect soldier? One above the human condition? No emotions, no pain, no mercy and no mistakes? Loyal to dying for his country. Even torture will not break this warrior. He obeys every order without question. Trained in every area needed in the most covert operations? 

I can and will deliver this. 30 million dollar grant, 6 children without birth records  and absolute privacy and secrecy.  

The overview : 

Age birth to 4 years  
    A) No emotional support  
    B) Emotional control with suppression 
    C) Low intensity pain control  

  Use of a device that will deliver a painful electrical charge to the temples through the use of electrodes. I am confident that this will create immunity to low level pain.  When used for emotional control at any sign of 
emotion. Reinforced by vocal commands. It has been tested on laboratory animals and has worked well. The subjects were immune small scrapes and bruises to deep cuts.  

 Emotional support and attachment must be denied to the subjects to prevent them from having emotions. At any sign of attachment the subject will be “shoved” away. The subjects will not be cuddled and held. Not sung 
to, there will be no bond formed. In time the subject will depend on no one but itself 

Age 5 to 7 years 
    A) I.Q. Testing the subjects will be given special combinations of  drugs that will allow them 
         to learn at a faster rate 
    B) Obeys orders.  
    C) Weaned and full suppression of emotions  
    D) Full suppression of pain 
    E) Combat training and schooling 

 It is at this age where the major training begins. The full suppression of pain will be at the height where the subject can loose an extremity and not feel the pain.  

Age 8 - 9 years 
    A) obeys orders without question 
    B) Specialization of combat  

 It is at this time where the punishments for not obeying any order will be severe. The subjects will begin to train for each specilized area of combat 

Age 10-12 
    A) Introduction to troop. 
    B) Full training with troop combat 
    C) War games  
    D) Security codes and clearance codes assigned 

 Up until this stage all troop subjects have been kept apart. They will be  brought together and taught to work with each other. It is this point where I expect a leader to shine through. From this moment on the troop will be 
together all hours except for rest hours.  

Age 13 and beyond 
    A) Training Complete. 
    B) Full military release given and the troop is on active duty.
