invade from space with 1,000,000,000 troops in 1,000,000 ships, each carrying 1,000 troops with room for 1,000 prisoners
begin the attack on the International Date Line at 0500 on Monday, April 19, 1999 and proceed around the World, attacking everywhere at 0500, until we reach the US. Then, attack the entire US at once, so they have no time to react
upon attack, shut down all communications, including telephone lines, so there can be no warning of what is to come. Once conquest is complete, open lines of communication once again
go directly to the homes of all tyrants and their lackeys and arrest them and their families
IMMEDIATELY REPEAL ALL LAWS, INCLUDING WEAPON LAWS
shut down all police stations, fire stations, jails, prisons, etc.
wash the clothes of all jail inmates and release them immediately, giving each of them $1,000 in cash
shut down all military bases and arrest all military personnel
sieze all Govt ships and arrest their crews. Allow crewmen to collect their personal property, then scuttle the ships by dissolving them with nanotechnology and selling the pure minerals for scrap
transport all innocent military prisoners, i.e. those who got into it for innocent reasons, to places of their choosing and release them. Keep all guilty military prisoners, i.e. those who got into it to practice tyranny, on my ships
close all Govt offices except those that hand out money to people who need it
destroy all records except those pertaining to Govt and Govt collaborators
transfer all prison inmates to my ships until transition camps can be built. Allow them to bring all personal property + money, and give them whatever medicines they ask for. Restore elderly and crippled prisoners to the full bloom of youth. Clear out the prisons, but do not clean them or improve them in any way
build transition camps on the sites of military bases. Here prisoners will live in individual bungalows and be made ready to return to free society. No prisoner will be allowed to interact with other prisoners, just with my guards and their visitors. Prisoners will be released gradually from April 19, until the last is released one week before Thanksgiving.
TRANSITION CAMPS have one bungalow for each prisoner, fully furnished with a bedroom, bathroom, kitchen and living room. Each has a computer so the prisoner can catch up on news of the World and won't be too stunned when he gets out. Each is surrounded by walls, the grounds being 50 x 25 meters and separated from other bungalows by grassy lanes - this so prisoners cannnot communicate with each other over the walls. Visitation is unlimited, but visitors can only visit one prisoner per day. Prisoners can have guests for as long as the guests want to stay, i.e. their wives can move in if they wish. Prisoners can buy things via computer and have them delivered by mail, or fill out commisary slips and the guards will bring the stuff, as in any prison. Of course they are allwoed to have whatever their visitors bring them. This is for the prisoners of former regimes only. My prisoners, the tyrants of those former regimes, will be treated like shit
imprison all tyrants and their lackeys in the old Govt prisons. Mix males with females and do not allow them any personal property, medicine, visitors, or anything. Do not protect them from each other, but also do not mix them with any other criminal element but each other. Do not listen to their complaints. Allow them no priviledges or responsibility, nor opportunity to earn or learn. Hold them all on "suspicion of criminal activity" pending trial.
one things I will allow my prisoners is books - books, that is, which condemn them and everything they stand for. No matter how they are re-educated however, they will never be released

revoke all licenses, but do not require them for the same activities
sieze all businesses that collaborated with the tyrants, such as weaponmakers, police equipment makers, prison builders (and commercial prison operators) recordkeepers, etc. Arrest those responsible and their families and sieze their property, as with the tyrants themselves
arrest the intellectual collaborators, such as the media moguls and their lackey scribblers who kept the People docile by lying to them. Same procedure
shut down media organs of propaganda, such as Time magazine and The New York Times
destroy all pro-Gov movies and TV shows (cop shows for example) and forbid them being owned or distributed
return all intellectual property rights to their creators and enact new copyright laws, such that A) copyrights belong only to the creator of a work and cannot be owned by a group or company, B) copyrights may only be transferred upon the death of the holder, and then only to another individual and C) if a copyright holder dies without providing for transfer of a copyrighted work, the copyright dies also and the work is in the public domain
the same shall be true for trademarks and symbols
shut down all licensed radio and television stations and destroy their equipment and buildings. Of course, sieze the assets of their corporate parents
sieze all TV satellite ground stations and their owners, both program suppliers and program distributors. Send my troops to remove the coaxial cables currently installed, and destroy all equipment
set up my own saturation broadcasting on just a few channels worldwide, to send the people my own news and propaganda
declare the airwaves unclaimed property, and use my courts to decide who gets what, acording to Fair Siezure Rules. Of course, Your Emperor has already laid claim to His frequencies ...
destroy all TV satellites and free up their orbits
also destroy all Govt satellites and remove both them and "space junk" - use Cheyenne mountain to find these things and track their removal
preserve the Govt space stations and make them orbiting amusement parks, surrounded by larger facilities I will build
shut down all insurance companies, cancel their policies, pay their employees up-to-date and sieze their assets
sieze all collaborator banks and other financial companies and shut them down in an orderly manner, by taking no new deposits and making no new loans, and of course opening no new accounts. Fire all employees without warning and use my troops to run them. Once all loans have been paid off, send remaining eposits to their owners in cash
cancel all credit cards issued by my banks, but require the holders to pay them off. Shut down all ATMs owned by my banks and sieze those owned by private operators. Forbid the use of ATMs, but do not shut down private operators: just let them quietly go out of business
severely restrict access to cash on interest-bearing accounts but do not restrict fee-paying accounts. Allow all customers to convert their interest-bearing accounts to fee-paying accounts at no charge (ain't I a sweetheart?)
require all banks everywhere to have 100% reserves for demand accounts, but do *not* require them to stop opening interest-bearing accounts. Something tells me they will, though ...
continue to operate central banks, but gradually shut them down too, just like any other bank. When all of their "clients" are gone there will be no more reason for them to exist
preserve financial order by making the US dollar the official reserve currency of the World and honoring all other currencies as before. Fix exchange rates and establish 0% inflation Worldwide
without warning suddenly convert all fiat currencies to grams of metal, either platinum, gold, silver, copper, aluminum, etc. depending on the currency. This metal will be measured purely in weight, not in units of the prior fiat currencies. Make this change all in one day, a Monday, and start paying out bank accounts only in the metal and retiring paper cash
void all Govt debt, declaring that Govt debt holders are just shit-out-of-luck, that's all
use siezed assets to make payments to Govt handout recipients who really need it, such as the disabled, and small lump-sum payments to those who don't really need it but we want them to have an easy transition, like pensioners and welfare dolers. Accept no new cases, just pay off existing ones. Give them no increases, but also do not forbid them to work or receive other income - impossible, since I won't be spying on people. This will continue until all current recipients die or voluntarily withdraw
give homes siezed from tyrants to ex-prisoners upon their release. Include all property within the homes and on the grounds. Transfer titles so tyrant family members cannot come back later and lay claim to the property
forbid the use of identification documents, codes, numbers, etc.
delete all personal information from accounts in siezed banks, and order this done at free banks
remove all border controls and border markers
eliminate customs stations and metal detectors from airports, and set each port up as a private company
release all medical prisoners, i.e. mental patients and either destroy the prisons or use them for my prisoners
takeover all hospitals, siezing the organizations that run them. Accept no new patients and discharge current ones as quickly as possible, then shut them down. Send all medical records of living patients and ex-patients to the patients themselves. Destroy records of dead ex-patients. Evict all doctors with offices on the hospital grounds. When all is ready, destroy the hospitals themselves, including equipment inside
smash all fire stations and forbid the making and use of sirens
do not mess with private "emergency" companies, but do forbid them from using their sirens. Any use of a siren will result in siezure of the offending vehicle
sieze all credit agencies, destroy their records and lock up their operators for collaboration
forbid the sharing of information on any person except with that person - in other words, no data-basing
forbid direct advertising including, but not limited to, telephone calls, e-mail and physical mail. In addition, forbid the carriers to carry this stuff and hold them responsible if they do
forbid polling of any kind except in public places and under entirely anonymous conditions. Also, require pollsters to pay those they interview no less than 1g .999 fine silver per poll. This must be paid in actual silver, not in some other equivalent, and must be paid in person within 60 seconds of completing the poll
compile all ex-Govt computer files in one place, with all URLs, then destroy the original computers
reveal all Govt secrets
sieze all so-called "non-profit corporations" and shut them down, taking their assets for my Transition State
sieze assets of all religious organizations and destroy them. Do not forbid religion, but do forbid the accumulation of wealth by preachers, as well as public religiosity
shut down all religion merchants and sieze their assets
arrest all current religious officials for brainwashing and fraud, among other things
destroy all monuments except monuments to victims and resistors of tyranny
charge tolls on all highways. Gradually raise these tolls until it becomes profitable for competitors to build their own highways - in other words, drive myself out of business. Once nobody uses my highways anymore, destroy them and give the property to the owners whose property borders them
give streets to property owners along them
change maps by A)connecting sections of streets which have been separated by highways and B) renaming streets
rename streets with multiple names so they have only one name
rename streets with the same name but which are not connected so each one has a different name
rename streets which have been named to honor tyrants
also rename other things likewise, usually to honor victims and resistors of tyranny; John F. Kennedy International Airport, for example, would become Lee Harvey Oswald international Airport
destroy the tooling for weapons of genocide
destroy all military aircraft, including aircraft in private hands, which will be siezed without compensation
eliminate free speech as it pertains to former regimes and Government in general. Forbid any praise or defense of Govt, or advocacy of any kind of statism
takeover all newspapers and severely censor magazines to prevent any "wrong" information from being disseminated
round up members of all political parties and imprison them, sieze their assets, etc.
also round up members of collaborator organizations, i.e. those which supported or tried to influence Govt. Some examples are the Fraternal Order Of Police, the NRA, the Sierra Club, HCI and labor unions
speaking of which, destroy all unions and forbid new ones
as with military ships and aircraft, so too land vehicles
restore all military bases to better-than-natural perfection, divide them so the old borders cannot be discerned and sell the land
sell all "public" land to the public
develop all "national" parks and other government lands and then sell them (or: just sell them?)
rewrite dictionaries and encyclopediae to reflect the truth - MY truth
announce that the World Calendar and the Holocene Era will be adopted next year, 2000 AD or 12000 HE and forbid the making of calendars using Gregorian dates. Order computer and software makers to provide undated systems for the new calendar
re-date all events in history in the Holocene Era, but *not* the World Calendar
eliminate all "official holidays" of Former Regimes while creating only two new ones: 1) April 1, the Emperor's Birthday and 2) April 19, Liberation Day. Order all businesses to observe normal business hours on the formerly holidays
change the clocks in many places so make their "time zone" more reflective of geography, using local noon as the basis of the change. This means France and England will finally be on the same clock, since they are on the same longitudes; same for Hawaii and Alaska
move the International Date Line (now renamed the Global Date Line) so it is east of Hawaii; thus Hawaii is where the day will start. Also, Hawaii and Alaska may be on the same clock, but they'll be on different days
make Hawaii my official Capitol Territory. Connect all the islands except Niihau with subways and develop "public" property like any developer would, but with an eye toward decongestion. Buy commercial property on the open market and de-develop much of it, especially the beaches. Keep the military monuments, but change their tone as noted above
build my Imperial Palace on Kahoolawe, the uninhabited island formerly used by the US Navy for target practice. Access will be by aircraft, surface watercraft, submarines and even an undersea subway link to the Big Island. The "Palace" will actually be a museum and amusement park
let all the water out of reservoirs and destroy the dams, returning the previously flooded land to habitability. If people want water bad enough, someone will provide it - at a profit
gradually raise prices for centralized electrical power until people start gnerating their own, then begin turning off sections bit by bit. As they are shut down, remove the lines, towers and other equipment they used. Eventually shut down all centralized powerplants and destroy them altogether
forbid the construction of new centralized power utilities: this will force people to generate their own power
do the same with water and sewage, encouraging people to get their own water and septic systems. In dry areas, they'll be wise to recycle as much as possible
to make things easier, give plans for zero-point generators to the World
eventually the World will be a much safer place as people stop depending on fragile centralized utilities and create their own smaller, more reliable, individual set-ups
evacuate the area of Washington DC, including adjacent cities and counties all the way to Baltimore. Simply sieze the land and kick people out, telling them this is "eminent domain," "for the public good," "in the National Interest" and other bullshit. They've benefitted from one empire for so long, it's high time they suffer under this one
demolish everything within the Contaminated Area and convert it to a better-than-natural state. Surround it with barriers which let wind, water and small animals through but keep people out: also patrol it just in case anyone does get through
forbid anyone from entering the Contaminated Area - too dangerous, don'tcha know - until my empire is dissolved
forbid possession of anything which glorifies or fails to adequately condemn Former Regimes. This means *ALL* military and political symbols: flags, medals, uniforms, etc.
aggressively seek out Gov-lovers on the internet, locate them physically and not only shut them down on the net but sieze all their pro-Gov artifacts and force them to undergo re-education
RE-EDUCATION simply means indoctrination into our way of thinking, both morally and factually. Let them remain in their usual lives, but require them to attend classes until I am satisfied that they know what's up
shut down all colleges and universities except those which are A)private AND B) purely technical. This shut-down will begin when I invade, but we will allow students then attending to finish out the Spring Term; the Summer Term, and all future terms, will be canceled
Fire all faculty members, putting them in 3 classes: A) useful educators, who will retain full credentials and benefits, B) harmless blatherers, who will retain no credentials or benefits but will be free to go and C) noxious bullshitters, who will be imprisoned with their fellow Govt scum
once the campuses are deserted, destroy them. Simplify traffic patterns and re-develop the land
though the U's are gone, retain ownership of their symbols and forbid these symbols from being displayed or used in any way. As with the Gov-lovers, go after symbol-users on the internet
smash all sororities and fraternities, siezing their assets and forbidding use of their symbols. Go after former members and sieze any and all related posessions
