"Treading Water" : Pax VII: Mission 11
Violent assaults on alien convoys near the Unlerion system by the xenophobic Volkune People’s Republic have further threatened the instability of the region. Delegates of the Non-Aligned Planets have begun to leave the station for fear of their personal safety; with incidents occurring elsewhere, the Centauri and Minbari, earlier pledging protection of the sector, are not able to commit warships to patrol Volkune space. While the new Regents of the Volkune Throne attempt desperately to convince the alien representatives to stay on Pax VII, the Council of Great Powers holds an emergency session to determine how to end this situation…
Meanwhile, the demands of the refugee population in the hidden base makes it increasingly difficult for Mr. Torquemada to cover-up all signs of the Resistance’s secret weapon. Dr. Wilcox stumbles across a stray thought concerning a "secret" and his own image, imploring the Psi-Corps agent to investigate. Kor’salis, ordered by his government to keep tabs on the movements of any of the Great Powers’ forces, carefully tails the telepath.
