The situation in the Unlerion System is reaching crisis point as the forces of the People's Republic of Vol'Indi (The Insurrectionists) set up their attacks on neutral shipping to Pax Station. The Ambassadors from the League of Non-Aligned Worlds are clamouring for the Minbari and Centauri to back up their pledges to protect shipping in the system. On top of this economic crisis Earth Alliance's Ambassador creates a new political problem for the beleaguered Volkune Monarchy by pressing a claim for the station on the grounds that the Kingdom of Vol'Indi (Exiled Government of Vol'Indi) has failed its treaty obligations by failing to fill the command postions with Volkune personnel.
The MSF Dawnstar (home to Minbari Mission Group) and her sister ship the MFS Evening Sun have completed their repairs at Lekk Station in the Minbari Home System and with the backing of his fellow members of the Grey Council, Tirest prepares to return to the Unlerion System to track down the raiders. The Dawnstar and Evening Sun under orders to work in stealth take up positions in hyperspace along the known trade routes to Pax Station. Tirest sends Thomas Williams to Pax to act as a liaison with a special frequency for contacting Communications Officer Tredell aboard the Dawnstar.
Knowing that he has spent enough time on Pax Station, Dr. Wilcox and his partner Psi-Cop Ishan Outlan, have returned to Vol'Indi to maintain their work at undermining the growing alliance between Psi-Corps and the Telepath Union.
Aboard the Dawnstar
Thomas Williams and Jake Alexander were met in the hanger by a
pair of Wind Swords who escorted the humans to the briefing.
"Shai Alyt Tirest, Mr. Torquemada, Madame Harun de', I have
not reported in as yet since I did not have information worth
reporting over our channel, however, I do have information of
interest. A week or so ago, one of my contacts, who shall
remain anonymous, told me of the Earth Ambassador's involvement
with the raiders. It would seem, due to the current
political battle in Pax, that the Ambassador wishes to take
control of the station in the name of EarthAlliance.
Discrediting the current command would seem to be an effective
way of doing this, unless you are caught. Because of the
nature of station security and the communication systems, I was
able to trace a tranceiver, bought at my shop no less, through a
Centuri merchant and then to a Minbari. This Minbari is a
contact to the EarthAlliance Ambassador..."
"I have recently monitored transmissions sent from the EarthAlliance Ambassador, using his personal codes, to the Raider ships. Although this is incriminating, I was waiting for a time to intercept code and send my own message, allowing you to catch them off guard."
"So, this was all part of the EarthAlliance plan to take control of the station?" V'thtashi asked.
"Not just that, Madame," Tirest responded. "As you saw, there are also Volkune ships engaged in raids. We know that EarthAlliance is supporting the Republic. Perhaps that since Rork failed, the Insurrectionists are willing to put Pax under EarthGov to get us off their backs."
On Pax Station:
The tumultuous clamoring in the chambers only increased with each point put to the Council. Arguments for and against, demands of protection and a full investigation into the charges of neglect from world after world, race after race. V'thtashi sat at her place at the table, her hood drawn over her features as Volkune custom demanded. She could feel the intense anger and frustration permeating throughout the room, and she was glad of the chance to hide her pain and anguish from the casual observer. Ambassador Tzipora continued to call for order, at one point even being forced to call a detachment of Wind Swords into the Chambers to restore order after a particularly violent outburst from the Pak'Ma'Ra. Shortly, the Terran Ambassador once again took his feet and raised his arms in a gesture of forbearance.
"My colleagues, I assure you, I am just as concerned over the transgressions perpetrated by the Volkune attendants, so-called, charged with the care of Pax Station. While we agreed with our learned Minbari Allies to allow the Volkune people to watch over and manage Pax Station with a degree of neutrality, it was not our desire to see our new allies do that job so poorly. I make my demand again, that the concerns of Earth be acknowledged, and the governance of this facility be turned over to the Earth Alliance for the benefit of all our Allies."
Tzipora glanced in V'thtashi's direction looking for her cue; she saw as V'th barely nodded her head. V'th's features could not be seen beneath the elaborately decorated hooded garment, nor could she speak before the people gathered. To do so would mean that had renounced the traditions of her people with regards to the Royal lineage, and thereby jeopardize the legitimacy of her unborn child, the future PrimaVol.
"My fellow council members, honored gentlemen and ladies from our Allied Nations and from the League of Non-Aligned Worlds. The Volkune Ambassador has asked me to speak today on her behalf due to circumstances both personal and quite beyond her control." V'thtashi sent a private telepathic raspberry to her friend, and Tzipora nearly lost her concentration.
"My Compatriots, friend and Allies of Pax Station. Allow me to bid you greetings and the Blessings of the Prophets. We are gathered here in these chambers to hear claims of a very serious nature against the staff of Pax Station. The Most Honorable Mr. Rollings, Ambassadorial Representative from Terra, has demanded that an account be made of various occurrences on Pax Station, the lack of command structure under Volkune Authority as promised in the Unlerion Treaty, and the failure of the "defense forces" of Pax Station, such as they are, to protect her shipping lanes. The answers to these problems, he insists, is to turn over control of Pax Station to the Terran Authority he represents. For your sakes, and for the sakes of the other races who use Pax Station, I beg of you to not let this happen. Let us take Mr. Rollings charges into consideration one by one.
"I must say, they are all legitimate concerns, if they were to be true. However, the first concern of Mr. Rollings is the charges of "irregular occurrences" on Pax station. Perhaps Mr. Rollings would care to offer us specific examples of these "irregularities". Is he referring to abnormal rates of trade? Is he perhaps alluding to the fact that Pax IS essentially defenseless by measure of the Unlerion Treaty, or was he referring to the accounts of mismanagement and smuggling which went on during the Terran Security Forces' occupation of Pax Station before the official installment of the Officers of the Volkune Government. Because I can tell you now, we had quite a time rounding up the criminals which those security forces allowed to enter. Many of you, I am sure, can recall the long hours we sat in these very chambers bringing judgment upon those the Terrans sought fit to allow onto Pax Station."
"Madame Ambassador, I object!!!" Mr. Rollings shouted over the gentle voice. Tzipora fixed her gaze upon his purplish features and calmly asked the Representative of Terra to wait his turn before she continued. A murmur rolled through the chamber. "Another concern of Mr. Rollings," Tzipora continued, "is of the apparent, he claims, lack of Volkune leadership on Pax Station. You cannot see the air we breathe, and yet it still exists, for here you and I sit. However, as Mr. Rollings has failed to keep any appointments scheduled with the Volkune staff, and has failed to extend an invitation of his own to any of the staff or Ambassadorial Representatives of the Council, how can he claim to know precisely who is governing Pax? He has not even requested an inspection tour of Pax to see for himself if his own claims were correct. For I assure you, they are not."
A murmur of disturbance emanated from the back of the room and made its way to the front of the chamber. A lone figure stood at the rear of the room, hood drawn, requesting to speak before the assembly. Tzipora nodded her agreement and the figure strode purposefully to the front. "Madame Moderator, Ambassadors, and other distinguished visitors. I have news of grave import that I wish to share with the council, if I may be allowed to speak..." "Does this news pertain to the discussion on the floor?" Tzipora questioned? "It does indeed, Madame Moderator."
The Stranger turned to face the room, took a deep breath and raised his voice to a level where all might here what he had to say. A hush fell across the chamber, as if he were the sole occupant of the room itself.
"I come before this august body today to reveal evidence of a plot to undermine the Authority and legitimacy of the People of Vol'Indi to manage this station peacefully. It has been discovered that the so-called Right Honorable Mr. Rollings from the Terran Earth Alliance has knowingly manipulated certain alliances to the benefit of one race over the benefit of all races, as outlined in the Millennium Dome Treaty, and, subsequently, the Treatise of Unlerion." "This is absurd! How dare you make such accusations! Who are you, and what right have you to speak before this Council!?" The Terran Ambassador had turned a brilliant shade of purple and crimson as he attempted to hurl a string of invectives to show his rage, while maintaining a sense of dignity and decorum befitting his title and position. It did not come across very well. "I demand that this..this..this.. ... creature identify himself and present his alleged evidence, if he indeed has any! I will not tolerate this slander upon my office as Representative of the Earth Alliance, which I must remind this body translates to an affront to Terran Government as a whole!"
