THE NICELY WAXED MAN

Who is the impeccably dressed Brit who seems to have so much control in the Posh Club of which Pipe Smoking Man is a member? The producers obviously don't care, he's hardly ever in the show. Although a part of the same conspiracy as the Pipe Smoking Man and the Well Fed Man, he prefers to deal with crises using a more refined method than simply a loaded gun. Possibly gifted with more conscience than the rest of his group, he often finds himself disagreeing on their methods to the point where he'll even approach Sculder useful information. The question remains, however, if it is merely what Sculder wants to hear, rather than the truth.
The agents first encounter with the Nicely Waxed Man came when Sculder retrieved a live alien, and was being hunted by the Pipe Smoking Man's retrieval team. He came out of the shadows in order to offer the agents the alien in exchange for their lives, explaining that although he required the incident to be covered up he preferred not to use violence to do so. Fearing exposure and despising the Posh Club's murder of Sculder's father, Nicely Waxed Man helped Mully to escape her assassins (PS234) and also helped Sculder to start putting the pieces of the conspiracy together (Sins of the Fathers). However, as Mully says, he works for his own interests, and turns on the agents just as willingly as the Posh Club, ordering Sculder's death when he got too close to a Posh Club test subject. However, a series of crises in the conspiracy finally forced the Nicely Waxed Man to make a choice exactly to where his loyalties lay. When Alec Bicep emerged with leaked information critical to the Posh Club, the Nicely Waxed Man guided Sculder to the rogue agent and revealed the Posh Club's involvement in causing Mully's cancer (From Russia with Hate)
When the Rebel aliens appeared, the Nicely Waxed Man became convinced the Posh Club were on the wrong side of a possible war, and became the lone voice in favour of joining the Rebel cause against the work of the Colonists. (Prophecy Woman) Using the required Alec Bicep as a tool (The End of the Beginning) he tried to undermine the group by developing a vaccine to use as a weapon against the Colonists. A course of action chastised by the group.
When it was discovered that the alien virus wasn't simply a controlling force, but a colonising one destined to repopulate the Earth with Teletubbies (The Hex Files Movie) the Nicely Waxed Man once again argued that it was time to stop trusting the Colonists. When the Posh Club refused to hear his pleas, he betrayed them by giving Sculder both the location of his re-abducted partner and the vaccine which would save her life. His revelations helped save Mully's life and re-open the Hex Files so Sculder could continue the fight, but ultimately cost him his own life when seconds after sending Sculder to the Antarctic, his car exploded.
