THE PIPE SMOKING MAN

The Pipe Smoking Man represents the forces of Government conspiracy and cover-up which are against all that Sculder stands for. The old, but by no means weak, heavy smoking official is present at each and every one of Sculder's discoveries either destroying or removing the evidence and then denying it ever happened. His methods are brutal, combining conspiracy and subterfuge with cold blooded murder and assassination. All in all, he's basically not a very nice man. As Sculder's quest has continued he's discovered more about his nemesis. His name could be PMS Spencer, assuming it's not an alias or just a *really* poor taste joke, and he could have links back not only to the assassination of JFK but also to the abduction of Sculder's hamster and the plotted colonisation of the Earth.... The Pipe Smoking Man is also believed to own a teddy called Snuggles.
From the very first case the Pipe Smoking man quietly watched Sculder and Mully gather the evidence which he then destroyed by using his influence over Assistant Director Spinner (Shallow Throat). It soon became apparent, though, that his actions were dictated by a Posh Club of fellow conspirators, who ordered him to have Mully abducted. (Restoration).Believing him responsible, Sculder confronted the Pipe Smoking Man who argued that he had chosen to return Mully.
When Sculder obtained the Exodus file, Pipe Smoking Man proved his ruthlessness and loyalty to his group by both killing Sculder's father and attempting to kill the agent to silence the leak. (Exodus Res Dana)
Sculder's survival was an embarrassment, as were the failed hits on Mully and Alec Bicep, the latter escaping with the Exodus file vowing revenge. (Sins of the Fathers) As a final embarrassment, Spinner blackmailed him and firmly broke his hold over the agents. In anger, the Pipe Smoking Man went alone and ordered a hit on Spinner (Cabrit Sans Cord) However, he could not have foreseen the actions of a rebellious Posh Club test subject, who healed Spinner. Enraged by his actions, the Posh Club ordered him to sort out the mess he'd created.
He managed to temporarily save face through both his successful removal of the alien healer, and by silencing his former tool Mr. Hex who he discovered had become Sculder's new informant (Black Death) However, the return of Alec Bicep with the Exodus file he had assured the Posh Club was destroyed proved another embarrassment (From Russia with Hate) especially since it was the Nicely Waxed Man's methods which finally secured the silence of the rogue agent.
His anger at the constant criticism from the Posh Club finally reached boiling point when he discovered that they'd been spying on Sculder without his knowledge. (Redox) He took matters into this own hands, approaching Sculder with a cure for Mully's cancer and attempting to gain his trust. (Redox Too) When the Posh Club decided that he'd betrayed them, they ordered him to be killed but he narrowly survived the assassin's bullet and retreated to Canada. The attacks by a race of alien Rebels prompted his return to the Posh Club in a new position of power, and he used the opportunity to persue his own agenda in advancing the career of his estranged son, Agent Jeffery Spencer, as a possible replacement for Sculder. (The End of the Beginning)
His plan was to destroy Sculder by removing everything important to him. First he destroyed the Hex Files, then played a key role in having Mully abducted once again. (The Hex Files Movie) The treachery of the Nicely Waxed Man and Sculder's brave rescue of his partner in the Antarctic secured the re-opening of the Hex Files, but the Pipe Smoking Man was in a position of strength, placing his son in charge of Sculder's former work along with his ally, Danger Cowley. (The Beginning of the End) Finally, he saw Sculder suspended from the FBI.
However, all the Pipe Smoking Man's planning couldn't prepare him for the shock of seeing the Posh Club's project completed fifteen years early, with the creation of an alien/human hybrid (When Aliens Attack) With the Rebels proving an insurmountable foe, and his own son betraying him after learning the truth, he directed the Posh Club in the most difficult decision: to let the Colonisation of Earth begin. But he had underestimated the Rebels and watched as the Posh Club were slaughtered, ending the conspiracy. (Tomorrow's End) However, realising that he'd already lost Jeffery's trust forever, he decided he would work to rebuild his shattered life's work. After a confrontation, he murdered his son in cold blood to continue the Project. And when a chance to restart the work presented itself, he urged Danger Cowley to help him take it. (Life) However, when she betrayed him and he lost his only leverage over the Colonists, she too became another former ally murdered for betraying him.
As one alliance was ended, another was rekindled when the Pipe Smoking Man made contact with Marita Unablonder, the woman he left for dead in the Posh Club's experiment programme, and used her to pass information on to the FBI and Agent Doggy in his continued hope of re-establishing the conspiracy. (The Universe) This attempt, again, failed but did help the Pipe Smoking Man settle a score with an old friend turned traitor: Alec Bicep. (Everything) Who he arranged to be incarcerated in a Tunisian prison. Three months later, however, he arranged for the former agent's release to help with the fight against the Colonists. Realising that resistance would be futile, the Pipe Smoking Man worked apart from the remaining conspirators to develop a strategy against the Colonists. (Invasion Earth) His ultimate aim, though, was to discover a means so that he alone would survive Colonisation. He found it in the alien vaccine, developed by the Posh Club years earlier and still held by Sculder. With Sculder incarcerated and facing death, the Pipe Smoking Man offered the agent a deal: his life the location of his hamster in exchange for the vaccine. Sculder accepted and the Pipe Smoking Man travelled to meet the aliens, settling scores with his fellow conspirators, Alec Bicep and Marita Unablonder along the way. (Nothing Like the Truth) It transpired, though, that Sculder had betrayed him and, with the Colonists in full retreat and the conspiraicy destroyed, survivng would mean living without any power. The Pipe Smoking Man chose death rather than defeat, but not before giving Sculder the final clue to enable him to find his hamster.
