The JLA is conceived as a twelve member roundtable organisation with the leader being the most experienced at dealing with current situation. Decisions are handled via a democratic method and a majority vote of founding members is needed to bring in a new member. In practice the League is governed by an unofficial "inner council" of Aquaman, Superman and Batman with effective executive power over appointing new members.

As far as the public know the JLA is an eleven member team operating with a "free chair" policy where mission specialists will be drafted on a case by case basis. Recent "specialists" have included Catwoman (unofficial), the Atom (Ray Palmer) and the Sandman (Daniel Lord of Dreams). Only the League know that their "thirteenth" member is actually Oracle, the international information broker. The strength of the League is presently boosted by two observers from New Genesis (Orion and Big Barda) who have been assigned to the JLA by Highfather to help combat the upcoming threat.
