Kiyone is a First Class Detective in the Galaxy Police. Not much is known about her family background.
Kiyone's only appearance in the OAV series is in the Mihoshi OAV Special. She is partners with First Class Detective Mihoshi who currently resides at the Masaki home. During the Special, Mihoshi recounts how she and her partner Kiyone solved the case of the Missing Ultra Energy Matter. During her retelling of the story, she casts Tenchi and the rest of the girls into various roles in her story, but the character of Kiyone still remains intact.
From the OAV Special, Kiyone is seen as one of the top officers in the Galaxy Police. She is very level-headed and possesses very good deducting skills. For instance, it was her that made the connection between the space pirate and her mad scientist mother (Ryouko and Washu in Mihoshi's retelling of the story). Kiyone is also very competent and courageous, something she demonstrated during her initial raid of the space pirate's hideout. Although she herself possesses no special powers, she does have a control cube like Mihoshi, and unlike Mihoshi, Kiyone understands its use. She also has various Galaxy Police equipment at her disposal, including a laser pistol and a space cruiser.
Kiyone was destined to go far in the Galaxy Police, but unfortunately she was partnered with Mihoshi, who was the exact opposite of Kiyone, including in the department of competence. Kiyone considers Mihoshi a major nuisance, and Kiyone does not hesitate to mention this fact constantly. However, it is hinted that she does care for her partner, though these occasions can be very few and far between. However, at the moment Kiyone is still adrift in space among the wreckage of the Galaxy Destroyer, a machine she and Mihoshi destroyed in the case of the Missing Ultra Energy Matter due to yet another blunder of Mihoshi. Mihoshi believes her partner died when the Galaxy Destroyer exploded. However, Kiyone is still very much alive and can not wait to get her hands on her partner.
While Kiyone does not appear much in the OAV series, she has a major role in the television series as well as the first Tenchi movie released.
