Out in space, a huge spaceship with the figurehead of a woman in front is seen flying off to some distant destination. On board this ship is a bearded old man who's appearance is that of an old pirate. However, he is identified as a former member of the Space Academy of Science named Doctor Clay. It turns out that he was a rival of Washu's back in the days of the Academy, and he blames Washu for his dismissal from the Academy. As of now, he is on his way to see someone of great importance, and he disembarks his ship with a robot named Zero and make their way through a seemingly surreal world to see someone known as Lady Tokimi.
Arriving at their destination, they are greeted by an apparition called D3, and this apparition inquires what Dr. Clay wanted. Doctor Clay requests to see Lady Tokimi, but D3 states that any correspondence with Lady Tokimi would go through him. Doctor Clay insists to see Lady Tokimi himself. D3 then states that Lady Tokimi has granted him an audience. The apparition of D3 disappears, and in his place is an image of a towering woman, the goddess known as Lady Tokimi. She is the exact same person who Sasami had dreamed about at the end of the first OAV series. Lady Tokimi then states that she has a job for Doctor Clay...to bring "Lady" Washu before Lady Tokimi. Doctor Clay is excited to learn that he would be able to exact revenge on his former peer at the Academy. Doctor Clay accepts and takes leave of Lady Tokimi. On the way, back to his ship, his robotic companion, Zero, seems to be expressing the emotion of fear. When inquired about this, Zero states that something was not right about Lady Tokimi...that although she was present before them, she didn't exist! Doctor Clay merely brushes this seemingly riduculous observation aside and makes his plans to capture Washu.
Back on Earth at the Masaki residence, everyone is waiting for Ryouko to return home with the sake she was supposed to get. Aeka remarks that it will probably end up like last time with Ryouko drinking all the sake before she gets home. Ryouko, meanwhile, is heading back to the house with the sake when a spaceship is seen looming over her. Zero then materializes in front of her and ensnares Ryouko in a jelly-like substance. Zero then surprises Ryouko by morphing into a perfect copy of Ryouko. However, when Zero tries to copy Ryouko's gems, she finds that she can not. Therefore, she takes Ryouko's gems. Ryouko is then taken aboard the spaceship while Zero prepares to carry out her orders to capture Washu.
What follows are several attempts by Zero to capture Washu. Each time she comes close to capturing the genius scientist, but each time one thing gets in her way. That one thing is actually one person...Tenchi! Zero, in becoming a perfect copy of Ryouko, had also copied Ryouko's feelings for Tenchi, and everytime Washu is within reach, Tenchi would come on the scene, and Zero would start blushing furiously and express the same feelings for Tenchi that Ryouko does. Time after time, Zero is foiled by these feelings. On the spaceship, Doctor Clay has noticed this as well, and thus, in order to accomplish the mission, he orders Zero to eliminate the one obstacle that stands in the way of their mission.
That night, Zero materializes in Tenchi's room. Seeing him asleep, she walks toward his bed, forming one of Ryouko's energy blades as she closes in on Tenchi. Zero then hesitates as the same feelings that had overcome her before were doing so again. Zero is confused, but she wants to complete the mission for Doctor Clay. Thus closing her eyes and looking away, though with an anguished expression on her face, Zero raises the energy sword and thrusts it downward, letting out a cry of anguish as she lets the blade fall...
