Earth Conservancy, the client, hired EDAW in 1995 to develop a Land Use Plan for the EC property. This project provided a rich and complex set of issues for the SSP, including large-scale planning, neighborhood design, industrial development, details of park and street design, reclamation of industrial properties, and working with environmental constraints. In an effort to explore the area at a variety of scales, the SSP sought to explore the issues in a way that expanded upon the original scope of the EDAW contract.

The SSP 1996 project is composed of two parts: the Open Space and Recreation Plan and the Route 29 Development Plan. The Open Space Plan encompasses the whole of the Wyoming Valley, and its goal is to unify and provide identity to the Valley and to serve as a template for directing where and how growth will occur. The Route 29 Plan focuses on one strategically located site and provides a vision for future economic development. (Please also refer to the setting.)

The client, Earth Conservancy (EC) was formed in the early 1990s to manage a large portion of the Blue Coal Company's mining properties and reclaim the lands for future economic use. EC's mission is to "serve as the steward in the reclamation and utilization of degraded land and to develop environmentally related technologies that improve the economic competitiveness and quality of life of our community." With almost 17,000 acres, EC is one of the largest land holders in the Wyoming Valley. Their land holdings provide a unique and overdue development opportunity for the Valley.
