Pet Exiting Requirements from Japan

PET EXITING REQUIREMENTS FROM JAPAN

1. REFERENCES:

a. USARJ Regulation 40-650: COMNAVFORJAP Instruction 6310-35; 5 AF Regulation 161-1.
b. Regulations of the Export/Import Quarantine of Dogs, Ministry of Agriculture and Forestry, Japan.

2. RESPONSIBILITIES: Owners are responsible for the shipment of animals from, to and within Japan. Shipment will be by commercial means and expense of the owners. Owners will make all travel arrangements for their animals. Government transportation is on a space available basis only.

3. DEPARTING JAPAN:

a. Three forms will be needed by Japanese Animal Quarantine Service on departure.

  1. Rabies Vaccination Certificate- Original and three copies.
  2. Health Certificate- Original and three copies.
  3. Travel Orders- Three copies.
  4. A minimum of three copies of these forms will also be required at the port of entry in CONUS.
b. All dogs and cats must have been vaccinated for rabies at least thirty (30) days, but not more than one (1) year prior to date of departure. A Rabies Vaccinations, Certificate, DD Form 2208, can be obtained from a U.S. Army Veterinarian.
c. Kittens and puppies less than ninety (90) days old are exempt from the Japanese rabies vaccination requirements. To conform to the U.S. Animal Welfare Act, kittens and puppies must be at least eight (8) weeks of age before shipment.
d. Your animal must be examined by either an U.S. Army Veterinarian or by a civilian veterinarian. A Health Certificate, DD Form 2209, then will be issued. The forms can be obtained at the base veterinary clinic if the use of a civilian veterinarian is required. The health certificate must not [be] more than ten (10) [days] old at the time of arrival at CONUS or an[y] other ports of entry.
e. One USFJ Form 380EJ, Customs Free Import or Export of Cargo or Customs Declaration of Personal Property, will be requested by the Japanese Customs Officials. This form is available at the Veterinary Clinic and from the local transportation office, The owner must sign the personal property certification. These forms must be presented to the Japanese Customs at the time of processing your animal from Japan.
f. Owners are required to cancel the registration of their animals when clearing their installation of residence. This can be done by the supporting base veterinary facility.

4. COMMERCIAL AIRLINES: Pets may be shipped at the owners expense on commercial flights to CONUS from Osaka International, Fukuoka international, or Narita International Airports. Owners/Pets departing Japan on orders should request a Catagory Y or Z travel with the local TMO. Owners may contact the commercial airlines for specific arrangement and cost, or if possible TMO will handle the arrangements.

5. GROUND TRANSPORTATION: Transportation to the airports will usually be the responsibility of the owners. Commercial transportation for unaccompanied pets is limited and expensive.

6. SHIPPING CRATES: A plastic document protector containing a copy of the Rabies and Health Certificates, and Name-Address-Telephone # of an alternate contact in CONUS should be taped to the outside of the shipping crate.

7. CARGO: When shipping an animal as cargo, the procedures for the export management of freight will be performed in the cargo area. Northwest Orient and United are the two most common carriers.

8. EXCESS BAGGAGE: Procedures for the export management of animals as excess baggage will be performed [by] the individual airline company in the Passenger Terminal Building.

9. UNACCOMPANIED PET SHIPMENT: When shipping your pet in an unaccompanied status, the following tips are reccommended:
a. In a seperate document protector from that mentioned in par. 6, enclose a copy of the pet's medical record.
b. Forward a copy of the Health and Rabies Certificates to the person receiving the animal at CONUS.

NOTE: THE ORIGINAL FORMS MUST ACCOMPANY THE PET

10. RABIES TAGS: All pets must wear a collar with the rabies tag attached. Ensure the current year and correct tag number is placed on all the forms. DOUBLE CHECK!!!!

11. PET TIPS: The following tips should make your pet's trip more comfortable.

a. Have the animal sleep in the crate at night for two weeks prior to shipment. This helps to accustom the animal to the cage.
b. Do not feed your pet the day of travel. Feed only after the day's travel is complete.
c. Offer water up to two (2) hours prior to placing on the airplane. Allow the pet the chance to urinate/deficate before shipment.

12. DOCUMENTS: Hand carry all documents, certificates and medications.
