Tenshin han
Plain and simple, Tenshin han is tha man. Among humans, Tien's strength is second only to Krillyn, and that it because krillyn was involved in more battles. Tien lives to train - and it shows. He is the only human that can *honestly* claim to have defeated Goku in a fight, which he did in the Tenkaichi Budokai. Tien received his martial arts training from Tsurusennin - the crane master and arch enemy of kamesennin. The three eyed powerhouse lives and trains in seclusion with his lifelong buddy Chaozu.

It is never revealed what Ten san uses his third eye for, but I believe it helps him focus his power. When Tenshin han was first introduced in the series, he was one of Goku's enemies, as was Chaozu. Over time, he and Goku became friends and fought side by side on many occasions.

Notes on Tenshinan's techniques
-Taiyoken was learned by most of the Z warriors and is one of the most widely used techniques in trhe series.
-Kikou hou was a very powerful technique, but would kill the person that uses it. This is how Ten san died in the fight against Nappa. Through training, Ten san was able to perform the technique without killing himself. This was called the Shin kikou hou.
