Letter of Instructions No. 951
The Treasurer of the Philippines
The Commission on Nuclear Reactor Plants created pursuant to Executive Order No.
539 has been conducting a formal inquiry and/or investigation into the dangers,
if any, that may arise from the existence and operation of the proposed nuclear
plant in Bataan. To meet the operating expenses of the Commission, an initial
amount of P 215,000 was authorized under Letter of Instructions No. 906 to be
released to the Ministry of Energy out of the Special Fund created under Section
8 (j) of R.A. 6173, as amended.
Based on latest estimates which took into
account the actual duration of the hearings, the projected expenses of the
review panel of experts, and other expenses as enumerated in the attached Annex
“A”, the total operating expenses of the Commission will amount to P 550,000.
In view thereof, the Treasurer of the Philippines is hereby directed to release
to the Ministry of Energy the additional amount of P 335,000 out of the said
Special Fund created pursuant to Section 8 (j) R.A. No. 6173, as amended, to
cover the Commission’s operating expenses.
The Ministry of Energy shall submit a report to the President accounting for the
disbursement and utilization of the foregoing funds.
This Letter of Instructions shall take effect immediately.
Done in the City of Manila this 26th day of October, in the year of Our Lord Nineteen Hundred and Seventy-Nine.
