Article XI  Vigil Selection
A.  In accordance with the policy as set forth by the national order of the arrow committee, AG-IM Lodge will utilize the following procedures to complete selection of candidates for the vigil honor.

B.  Upon request of the Vigil and Honors Chairman, the Lodge Secretary will provide a list of all eligible candidates (2 years as brotherhood), in ample time for use at the fall conclave.

C.  The Vigil and Honors Chairman will appoint, with the advice of the Lodge Chief and approval of the Lodge Advisor and/or Staff Advisor, an odd-numbered committee of not less than three lodge members, these members should be vigil members, however any member of the lodge not under consideration for the vigil honor may be a member of the committee and selection process, committee members will be voting members of the lodge.

D.  During the Spring Conclave, the Vigil and Honors Chairman will call and chair a meeting of the selection committee.  This committee will consist of two sessions, the first of which will be open to all vigil members.  At this time
all eligible candidates will be discussed briefly, with comments from all members present being welcome, upon completion of the review of the eligibility list a second closed session will take place. The committee selection meeting will be closed to all but the Advisor and/or Staff Advisor, and Vigil and Honors Advisor.

E.  The Vigil and Honors Chairman will determine the number of positions available, and oversee the selection process of the proper number of lodge vigil candidates. Voting will be done by youth members only, with the Vigil and Honors Chairman voting only in a tie vote (an abstention(s) by a sufficient number of members to cause a tie), the youth adult ratio as set forth by national will be adhered to, all positions need not be fulfilled, and any attempt to do so for the sake of filling a quota will be over-ruled by the Vigil Advisor and/or Lodge Advisor.

F.  Upon the completion of the tentative list, selection of tentative Indian names will take place.  Names shall be fitting to the candidate, and shall relate to the individual: an attempt should be made to refrain from using reference to relatives or predecessors, i.e.. (son, little, etc.).

G.  Before October 1, the Lodge Chief, Vigil Honor Chairman, Vigil Advisor, and Lodge Advisor and/or Staff Advisor will review the list of tentative candidates completely, and request further review of the list by the committee or forward the selections to the Scout Executive or his designate.
1.  Should further review be warranted, the Lodge Chief shall at that time gather  the vigil committee and/or their substitutes to continue discussion of the disputed  name(s).  A final decision to fill the position or drop the nomination will be made at that time.
2.  Upon completion of the review process, and with the approval of the Lodge  Chief, the vigil and honors chairman will prepare the vigil honors petition #24-114,  and ensure that they are forwarded to the Scout Executive or his designate before November 1.
3.  Concurrent with this step in the process, approval for the payment of fees to  national for the Vigil Honor will be obtained from the Lodge Executive  Committee.  Approval for payment of fees will act as approval of the petitions, as the nominations by name shall remain safeguarded until the public calling-out  ceremony.

H.  The Vigil and Honor Chairman will request payment of the vigil fees through the Lodge Treasurer, and ensure that both fees and petitions are forwarded to the National Executive Secretary on or before November 1 of that year. Should there be a petition rejected at the council or national level, the lodge will be notified within 30 days of the receipt of the petitions by that entity, in the case of the rejected petitions, the Lodge Chief will call a specific meeting of the vigil selection committee, to see if corrections can be made, or if the petition be dropped.  The decision of this meeting will be final.

I.  The public calling-out ceremony for the vigil candidates shall take place at the lodge winter conference, and shall be under the direction of the Vigil and Honors Chairman or his designate.  Induction will take place within one calendar year of the public calling-out ceremony.  Failure to complete the vigil within this time period will cause to have the petition returned to the National Executive Secretary, where the affected individual will be dropped from the records.
