APPENDIX A  LODGE OFFICERS

LODGE CHIEF
The Lodge Chief is the top elected office in the lodge all other officers shall be responsible to him.  He shall report to the Lodge Advisor on the condition of the lodge and shall receive reports from the 1st Vice Chiefs, and the Summer Camp Chief on their offices and activities.  The duties of the Lodge Chief will be:
1.  Oversees all events of the lodge.
2.  Chairs all meetings of the lodge and the Lodge Executive Committee.
3.  Appoints committee chairmen as necessary (with Lodge Advisor approval).
4.  Is a member ex-officio of all lodge committees.
5.  Upon request, is an advisor to the Council Executive Board and a member of the Council Camping Committee.
6.  Plans and conducts a yearly lodge officer training session.
7.  Ensures that the Lodge Secretary completes his tasks and has specified material available upon request.
8.  Ensures that the Lodge Treasurer completes his tasks and has completed  preliminary budget work by the winter conference.
9.  Maintains the lodge calendar utilizing the Council calendar for events 1 1/2 year in the future.
10.  Is a member of Section C-2B's Council of Chiefs and will attend all of their meetings as the lodge representative.  If our lodge is hosting the Section Conference, he will be responsible for the overall planning.
11.  Welcomes all Ordeal candidates into the lodge by letter prior to the Spring and Fall Conclaves via the Unit Elections Chairman.
12.  Informs the lodge advisor of all pertinent items regarding lodge activities and events.

FIRST VICE CHIEF
The 1st Vice Chief is the second highest elected official of the lodge.  He shall receive reports from the Ceremonial Committee Chairman and the Activities Committee Chairman and Vigil Honors Chairman and shall report to the Lodge Chief of the condition of his office and these 3 committees.  The duties of the 1st Vice Chief will be:
1.  Assumes the duties of the Lodge Chief in his absence.
2.  Plans both the Spring and Fall Conclaves.
3.  Oversees the ceremonial portions of the Conclaves and will be responsible for OA ring preparations.
4.  Presents a list of personnel needed to staff the conclaves at the Winter Fun Weekend.
5.  Reports at each Executive Committee meeting and lodge meeting regarding the  process of conclave planning.
6.  Presents a tentative budget for the Conclaves at the Winter Fun Weekend.
7.  Assumes other duties assigned by the Lodge Chief.

SECOND VICE CHIEF
The 2nd Vice Chief is the third highest elected office in the lodge.  He shall receive reports from the Service Committee Chairman and the Camp Promotions Committee Chairman and shall report to the Lodge Chief on the conditions of his office and these 2 committees.  The duties of the 2nd Vice Chief will be:
1.  Plans the Winter Fun Weekend.
2.  Presents an agenda for Fun Weekend at Fall Banquet.
3.  Presents a tentative budget for the Fun Weekend at the Fall Banquet.
4.  Oversees the work projects at both Conclaves.
5.  Presents a list of personnel needed for Fun Weekend.
6.  Reports at each Executive Committee meeting regarding the Fun Weekend.
7.  Assumes other duties as assigned by the Lodge Chief.

TREASURER
The Treasurer is the elected financial officer of the lodge.  He shall report to the Lodge Chief on the condition of his office.  The duties of the Treasurer will be:
1.  Maintain all financial records of the lodge.
2.  Is responsible for all lodge supplies.
3.  Inventories and orders supplies as necessary, with Executive Committee  approval.
4.  Registers members and candidates for conclaves and members for the Winter  Fun Weekend, Winter Conference, and Fall Banquet.
5.  Presents a budget at the Winter Conference for the upcoming years activities.
6.  Reports to the Executive Committee and at the lodge meetings regarding lodge  finances.
7.  Oversees, inventories at least twice a year, and directs operation of the lodge  store.
8.  Assumes other duties as assigned by the lodge chief.

SECRETARY
The Secretary is the elected administrative officer of the lodge.  He shall receive reports from the Unit Elections Chairman, and the Public Relations Chairman and shall report to the Lodge Chief on the condition of his office and these 2 committees.  The duties of the Secretary will be:
1.  Maintain all members records & continually update.
2.  Record minutes at all Lodge and Executive Committee meetings.
3.  Maintains a list of all members eligible for Vigil Honor and submits this list to the Vigil committee at the Spring Conclave.
4.  Receives dues payments from members and issues current membership 5.  Monitors dues status of all members at all lodge events.
6.  Informs Public Relations Chair of membership changes.
7.  Removes all members from the active file who have not paid their dues within  the last 2 years.  (cards pulled at the Winter Conference).
8.  Supply the Lodge Chief, Vice Chiefs, and Lodge Advisor with minutes within 2 weeks after the meeting.
9.  Assumes other duties assigned by the Lodge Chief.

CHAPTER CHIEFS
A Chapter Chief is a Lodge Officer elected by his chapter.  He shall report to the Lodge Chief and his Chapter Advisor on the condition of his chapter.  The duties of the Chapter Chiefs will be:
1.  Plan and conduct a yearly chapter program.
2.  Hold unit elections & camp promotions within chapter.
3.  Is responsible that call-outs are held within his chapter or that other arrangements are made, with the approval of the Lodge Chief.
4.  Maintain an up-to-date list of chapter members and inform the Lodge Secretary of all changes.  (a troop survey is done during Unit Elections).
5.  Form committees to carry out lodge functions within his chapter.
6.  Forward the results of unit elections to the Unit Elections Chairman, Lodge  Chief, and Lodge Advisor.
7.  Forward the list of all candidates called-out to the Lodge Chief and Lodge Advisor immediately after the call-out ceremony.
8.  Report on chapter activities at all Lodge and Executive Committee meetings.
9.  Assume other duties as assigned by the Lodge Chief.

COMMITTEE CHAIRMEN

SERVICE
The Service Chairman is appointed by the Lodge Chief.  He shall report to the 2nd Vice Chief on the condition of his office.  The duties of the Service Chairman will be:
1.  Approach members of lodge to serve on his committee.
2.  Encourage troops to do service projects for the year.
3.  Report for the service committee to the Executive Committee and at Lodge  meetings.
4.  Develop and submit conclave work lists to the 1st Vice Chief.
5.  Assume other duties as assigned by the 2nd Vice Chief or the Lodge Chief.

ACTIVITIES
The Activities Chairman is appointed by the Lodge Chief.  He shall report to the 1st Vice Chief on the condition of his office.  The duties of the Activities Chairman will be:
1.  Approach members of lodge to serve on his committee.
2.  Oversees the planning of the Winter Conference and Fall Banquet by the chapters that sponsor these events.
3.  Ensure that the chapters responsible for these events submit budgets and  agendas to the Executive Committee for approval 2 months prior to these events.
4.  Report for the Activities Committee to the Executive Committee and at the Lodge Meetings.
5.  Assume other duties assigned by the 1st Vice Chief or the Lodge Chief.

CEREMONIAL
The Ceremonial Committee Chairman is appointed by the Lodge Chief.  He shall receive reports from the Ordeal Master and Brotherhood Chairman and shall report to the 1st Vice Chief on the condition of his office and the 2 positions under his responsibility.  The duties of the Ceremonial Committee Chairman will be:
1.  Responsible for the Brotherhood and Ordeal ceremonies at the Conclaves.
2.  Develop and maintain ceremonial program as necessary.
3.  Share in the responsibility for the OA ring preparation at Conclaves.
4.  Act as coordinator between the Ordeal and Brotherhood Chairmen.
5.  Report to the Executive Committee and Lodge on matters concerning  ceremonies.
6.  Maintain an inventory of lodge Indian attire as necessary.
7.  Issue lodge Indian attire for use in various ceremonies.
8.  Assume other duties as assigned by the 1st Vice Chief or the Lodge Chief.

CAMP PROMOTIONS
The Camp Promotions Chairman is appointed by the Lodge Chief.  He shall report to the 2nd Vice Chief on the conditions of his office.  The duties of the Camp Promotions Chairman will be:
1.  Approach members of the lodge to serve on the five chapter camp promotion  committees.
2.  Work with the Unit Elections Chairman to visit all troops with the lodge camp  promotion kit.  (may be done through chapters).
3.  Update the lodge camp promotion kit (works with camp director).
4.  Oversees the "Where to Go Camping" booklet: publication and update.
5.  Develop new methods to promote camping within troops.
6.  Report on his progress to the Executive Committee and the Lodge at their  meetings.
7.  Assume other duties as assigned by the 2nd Vice Chief or the Lodge Chief.

UNIT ELECTIONS
   The Unit Elections Chairman is appointed by the Lodge Chief.  He shall report to the Secretary on the condition of his office.  The duties of Unit Elections Chairman will be:
1.  Approach members to serve on the 5 chapter unit elections committees in coordination with the chapter chiefs.
2.  Inform the five chapter chiefs when they are to hold unit elections (should be done at Winter Conference).
3.  Develop and distribute necessary election material at the Fall Banquet.
4.  Train all election teams at the Fall Banquet.
5.  Obtain a copy of all election results from chapters.
6.  Obtain a copy of all candidates called-out.
7.  Forward a list of all candidates not called-out to the Lodge Chief, Lodge  Advisor, and Summer Camp Chief.
8.  Report to the Executive Committee and the lodge at their meetings.
9.  Assume other duties as assigned by the Secretary or the Lodge Chief.

VIGIL AND HONORS
The Vigil and Honors Chairman is appointed by the Lodge Chief.  He shall report to the 1st Vice Chief on the condition of his office.  The duties of the Vigil and Honors Chairman will be:
1.  Request an up-to-date vigil candidate list prior to the Fall Conclave.
2.  Act as chairman for the Vigil Selection Committee meeting at the Spring  Conclave.
3.  Complete vigil nomination forms at the Spring Conclave.
4.  Submit vigil nomination forms to the Scout Executive for approval before  November 1.
5.  Act as Master of Ceremonies for vigil calling-out at the Winter Conference.
6.  Inform all vigil candidates of the vigil ceremony.  (Ceremony is to be held at  Spring Conclave, extenuating circumstances may allow for a Fall Conclave vigil).
7.  Conduct the vigil honor ceremony.
8.  Oversee selection of recipients of Lodge Certificates of Distinguished Service so that they may be presented at the Fall Banquet.
9.  Maintain a log of Distinguished Service Awards reflecting dates and patch status.
10.  Oversee selection of recipients of the Founders Award.  (if any).
11.  Initiate upon request other honors procedures.
12.  Report to Executive Committee and Lodge at their meetings.

PUBLIC RELATIONS
The Public Relations Chairman is appointed by the Lodge Chief.  He shall report to the Secretary on the condition of his office.  The duties of Public Relations Chairman will be:
1.  Approach members to serve on 5 chapter committees.
2.  Maintain a minimum quarterly publication of the SNOWSHOEMAN.
3.  Distribute the SNOWSHOEMAN using the current mailing list.  (This should  include all members, as well as Section, Area, Regional, and National officials).
4.  Secure all membership changes from the Secretary
5.  Gather information and ensures that all upcoming events are published in the  SNOWSHOEMAN.
6.  Send information on upcoming events to the Council Office to be included in  the Council newsletter.  (office copies of SNOWSHOEMAN).
7.  Report to the Executive Committee and lodge at their meetings.
8.  Assume other duties as assigned by the Secretary or the Lodge Chief.

STOREKEEPER
A Store Keeper will be annually appointed by the Lodge Chief.  He shall report to the Treasurer on the condition of his office.  The duties of the storekeeper will be:
1.  Maintain financial records and an inventory of all store assets.
2.  Present a budget at winter conference.
3.  Report to the Executive Committee and the Lodge on the store's finances.
4.  Pricing policy and amounts of price markup will be done only with executive  committee approval.
5.  Any inventory purchased must be approved by one of the lodge's "KEY  THREE".
6.  The store shall be provided at all lodge functions and other activities deemed  necessary by the storekeeper.
7.  With the exception of OA merchandise, the Storekeeper will not sell any  merchandise in competition with the Trading post at Summer Camp.
8.  The Treasurer shall audit the Storekeeper's financial records twice a year.
9.  Assumes all other duties assigned by the Lodge Chief.

RECORDKEEPER
The Record Keeper is appointed by the Lodge Chief.  He shall report to the Secretary and the Lodge Chief.  The duties of the record keeper will be:
1.  Maintains an accurate list of lodge members and update the computer printout. Has a printout of members sent to the Council Office and Public Relations Chairman.
2.  Reports to the Executive Committee and at the Lodge Meetings.
3.  Assumes other duties as assigned by the Secretary or the Lodge Chief.
   
AUXILLARY OFFICERS

SUMMER CAMP CHIEF
The Summer Camp Chief is a staff member at Summer Camp who is appointed by the Lodge Chief with the approval of the Lodge Advisor and the Camp Director.  He shall report to the Lodge Advisor and the Camp Director on the condition of his office.  The duties of the Summer Camp Chief will be:
1.  Responsible for call-out ceremonies at summer camp.
2.  Responsible for the upkeep of the OA building at summer camp.
3.  Responsible for the sale and management of all lodge supplies at summer camp.
4.  Conduct OA elections in troops where there was no election held, but only with  approval of the Lodge Chief. Report to the Lodge Chief and Lodge Advisor on all  election results.
5.  Report to the Lodge Chief and Lodge Advisor on all candidates called-out at  summer camp.
6.  Assist the Camp Director as necessary for additions to camp programs.

ORDEAL MASTER
The Ordeal Master is appointed by the Lodge Chief.  He shall report to the Ceremony Chairman on the condition of his office.  The duties of the Ordeal master will be:
1.  Responsible for all aspects of Ordeal membership at the Conclave except for  the Ordeal ceremony.
2.  Responsible for explaining the meaning of the Ordeal to the new Ordeal  members in accordance with the Spirit of the Arrow.
3.  Direct the membership so that the conclave tasks are completed.
4.  Insure that all ordeal candidates are registered with B.S.A. prior to them  registering for the Conclave.

BROTHERHOOD
The Brotherhood Chairman is appointed by the Lodge Chief.  He shall report to the Ceremony Chairman on the condition of his office.  The duties of the Brotherhood chairman will be:
1.  Responsible for all aspects of Brotherhood membership except the Brotherhood  ceremony.
2.  Request a list of all eligible members for brotherhood and ensure that the  Brotherhood letter is prepared for the Fall Banquet.
3.  Inform all Brotherhood candidates of the eligibility by letter, and forward an  additional notice to the Public Relations Chairman for inclusion in the  SNOWSHOEMAN.
4.  Responsible for explaining the full meaning of the Brotherhood to the new Brotherhood members after the ceremony.
5.  Ensure that all Brotherhood candidates dues are current and that they are  registered with B.S.A.
6.  Ensure that all Brotherhood candidates are tested prior to the dinner meal.
