Organization Chart of the Empire

The Emperor maintains power through a convoluted web of cross-balancing organizations.  Through these means,
Palpatine has been able to insure that only he retains absolute authority, while all of the advisors, military officials
and bureaucrats below him must carefully guard their words and justify their actions.   In theory.
Of course not everything can fall under the Emperor's watchful eyes, though he is ever vigilant.  He has a select
few that have earned his trust.
The Emperor's advisors and COMPNOR effectively control the massive Imperial bureaucracy - and the advisors
are allowed to play their competing interests off each other, often resulting in the bureacracy's various agencies
working at cross-purposes.
The Imperial bureaucracy has its hand in each Imperial agency, which have authority over specific subjects
throughout the galaxy.
The Moffs have authority over their sectors, and are responsible for the sector-wide bureaucracy.  The Moffs are
known to remold their own local bureaucracies, making them more "agreeable" to the Moff's personal agenda while
adhering to Imperial standards.
Moffs also have authority ove the military sector group in their sector, but must relinquish that authority to advisors,
Imperial military high command, and, of course, the Emperor at any time without any prior warning.
The local system governors have authority only within their own systems, and are required to appeal to their sector
Moff for military assistance.
Imperial Intelligence reports directly to the Emperor and to the sector Moffs, though the Moffs must avert their eyes,
in a sense, should Ubiqtorate step into a situation and take a hand .
In effect, almost every individual within the Empire has multiple agencies or individuals to answer to, which keeps
everyone (petty bureaucrats, soldiers, and private citizens alike) off balance.
It seems as though the role of Intelligence for the Empire would be performed entirely by Imperial Intelligence, the
truth is that COMPNOR has its own role as well.
