The Babylon Project:

The Babylon Project was created by the Earth Alliance senate, It's goal is to serve as a political forum and a galactic marketplace where humans and aliens can exchange ideas, culture and work together to further the causes of each group.
There have been five Babylon stations constructed, the construction of the first Babylon Station began soon after the end of the Earth - Minbari War on April 16, 2249. Babylon Stations 1 through 3 were destroyed due to acts of sabotage, design flaw, accident and terrorism. 
Due to the destruction of the first three stations the Babylon project was placed into the hands of Earth military, Babylon 4 the largest and most costly station disappeared in time 24 hours after going online on  July 14, 2254. Completion of Babylon 5 was secured through the financial intervention of the Minbari and to a lesser extent other races, and went on line on December 24, 2256.
The Command structure of Babylon 5 was linked directly to the Earth Force military, Commander Jeffrey Sinclair was placed in charge of  the station, but he was only promoted to officer in charge only at the insistence of the Minbari Grey Council.


Station Geography:                                                                  

 To assist travel in station all sectors are color coded. They consist of Yellow, Red, Blue, Green and Grey and then one of 36 sectors numbers each donating at 10 degree region, and then a level or deck numbering (Grey 17 ,13).
Area with zero-gravity are designated Yellow. There are various locator graphics throughout the station. Three dots in a line above and through three larger circles are for the Core Shuttle, a single dot over a bar is for living quarters, six dots to either side of a bar for meeting room, etc..

[Yellow Sector]
Located aft of the Grey Sector and the carrousel, yellow sector does not rotate. It contains variable gravity research as well as the primary fusion core and the associated sub systems. Cooling fins run the sector; located on the outside of the hull.

[Blue Sector]
Blue Sector consists of seventy decks. It housed the maintenance and operations control centers, the normal and low gravity docking bays, customs and embarkation, the dock workers' quarters and the Public Observation Dome. C&C (Command and Control) can also be found here. Access to Blue Sector is restricted to command personnel except in medical emergencies.

[Red Sector]
Red Sector is the main market place and business area. Together with service facilities such as Medlab 1 and the Judiciary, Security Central, and the holding cells. The principal areas of note here include the Zoclo, hotel suites, casinos, bars, legal brothels and stores of all types. Red Sector is a public area, civilian access is granted at all times.

[Gray Sector]
The Gray sector is adjacent to the aft end of the carrousel. The fabrication furnaces, rotation drivers for the principal mag-lev bearings, and the alpha power stations are located here. The atmosphere monitoring stations and maintenance facilities are next to the hull. The structure is incomplete due to financial restrictions. Scans are frequently ineffective in this sector, and communications levels on either side of deck 17 are unreliable at best. Deck 17 itself cannot be accessed due computer malfunction and is currently under investigation Rumors of missing personnel and religious cults are linked to with Grey Sector hence access is restricted to maintenance, security and command personnel except in medical emergencies.

[Green Sector]
Green Sector is adjacent to the forward end of the Zen Garden and contains ambassadorial suites and associated chambers this sector has multiple Bab-Com access points and is one of the main areas of focus for the Security Department. In recent years there has been an increase in diplomatic missions, and more governments are establishing embassies on the Station.
As space on Babylon 5 is tight, it is not possible to give everyone offices. Access to this sector is restricted to Ambassadors and their staff and to command and security personnel. Civilian access is denied except by permission of ambassadors of command staff.

The Garden

The Garden is a large botanical area that runs along the inside surface of the carousel. Rotation provides near Earth normal gravity at ground level. Access is by public core shuttle, Window/mirror systems allow sunlight from the Epsilon star to enter in on an artificially maintained night and day cycle. At ground level the Garden contains farmland, limited woodland, a hedge maze, a mosque, a Zen Garden, artificial lakes, hydroponic gardens and areas for waste reclamation.
Below ground level is twenty meters of soil, then levels of hydro bags, support systems and storage and silage units, water and oxygen reclamation units and microbiological zoos. Plant growth is encouraged for aesthetic reasons and also to provide oxygen for station life support.


How we got here:                                                                     

1960: The first probes are sent into space. The manned space flight program culminates in Neil Armstrong becoming the first man to set foot on the surface of the moon.

1980's: The first reusable spaceship (Space Shuttle) is built.

1997: The first official acknowledgment of life on other planets is made, bringing forward manned flights to mars and the building of space stations and moon bases.

1999: The United States president, Bill Clinton forms the President's Commission on the Future.

2018: The foundation is laid for the first lunar colony in the Sea of Tranquility.

2075-2170: A period of exploration and colonization within our own system sees inception of the Mars, moon and lo colonies. Generation ships are launched beyond the solar system, and the countries of the world unite as Earth Central.

2161: Psi Corps is Created.

2184: First contact with the Centauri. There is a major influx of alien space faring technology and cultural and scientific exchanges. Humanity leapfrogs two hundred years in terms of technology and finally achieves interstellar travel capability. Initially the Centauri claim that Earth is a lost Centauri colony, but this is later found to be untrue.

2230: First contact with the Narn. A refugee from the aftermath of the first Narn-Centauri War brings word of Centauri atrocities.

2243: First contact with the Minbari. A cultural misunderstanding brings about the first conflict.

2244: The Earth-Minbari war begins.

2247: Minbari forces surrender without explanation on the verge of victory

2250-2254: The Babylon Project is initiated in a response to the Earth-Minbari War. Babylon stations1-3 are sabotaged and the fourth vanishes twenty four hours after going online.

2254-2256: Babylon 5 is constructed.

2257: First contact is established with the Vorlons, Third age of Mankind begins.
