Due to the nature of the civillian way of life on Mort many people (mostly Human) turn to numbers as a means of protecting themselves against the daily perils such as Carrien, Serial Killers and common thugs. Over time these collections of people have grown and assumed the status of Gangs.
There are three main gangs on Mort whose memberships number into the hundreds if not thousands of people. These gangs are in effect soft companies that are tolerated upon Mort, not because SLA can't get rid of them, but because they are useful to Operatives in their investigations. The average gang member knows if there's anyone new on his/her terf and if given the right incentive will usually inform on these strangers.

Typical Quote - "You want some info huh? well I'm sure it can be arranged. Meet me at the Dolly Mixtures bar at 21:00 hours tonight and come alone. You're gonna need money too or we dont talk. 100U up front right?"

These gangs have had mixed dealings with SLA authorities but for the most part
are left to their own devices. As long as they don't interfere with SLA in a
negative way. They help keep the smaller gangs at bay and they are (relatively)
easy to monitor if action does need to be taken.
Friction is rising at the moment thanks to the Skin Trade taking some of their
members. The gangs are pushing back at all forms of Skin Trade and this brings
them to the Beacon Street district, SLA's very own red light area. Only time
will tell if SLA takes action against the gangs on this issue.
