Classification: CONFIDENTIALStarbase OMEGA, unlike many other bases of the Federation, is not floating in space in orbit of a planet or deep space, but located on the moon Demeter in orbit of a life-supporting planet that has been named Gaia. The moon is in a bound orbit, the side that carries the base facing the planet at all times.
This approach has been chosen due to the difficult location of the cocoon and the security precautions that come with it until a strong Federation presence can be established there. The amounts of material and workers required to construct a space station are an order of magnitude or more higher than what is required for a planetoid based station. Major drawback is the lack of docking capacity and the gravity of the planetoid while the mass of the moon and the position of the base facing the nearby planet is an advantage against any kinds of attack from space. The mouth of the portal is 30 minutes away at Warp 6.

The base is both cut into the solid rock of the moon and built above the surface where interfaces with the outside are required. The structure is basing on a double dome system, the upper dome holding most of the representative areas, storage space, outer defense systems and publicly accessible areas, the lower dome holding the command center, crew quarters, supply storage, second level defense systems and everything else that would be vulnerable to an attack against the surface of the moon and can be hid down below, including an own emergency power supply grid, computer core and backup communication system.
Power supply for standard operation is under a separate dome put aside from the base as well as the shuttle operation center that is set apart to prevent collision accidents. All three domes have separate shielding systems, the reactor can be ejected into space in case of a meltdown.
The upper dome holds 22 levels while the lower dome (or command dome) has 18 levels. The first three levels of the upper dome have windows to the surface, level 3 has a number of airlocks. The base is designed to hold 2,800 Starfleet personnel and up to 4,000 civilians. The shuttle operation center holds up to 90 small craft ranging from standard shuttlepods to D-Warp runabouts, including their maintenance and repair.
Defense
Shielding combined with glass/aluminium dome structure for both base and auxiliary installations. Additional rock dome with reinforcements for lower dome.Ten Class X Phaser banks feeding double phaser strip around the main dome. Four photon torpedo launchers on the corners of the rectangle enclosing the base dome, 100 Mk XII multiple warhead short range torpedoes (seeking) each.
A row of planetary defense forts on Gaia are under construction to allow for additional protection for the fleet yards and base.
A tachyon emitter buoy network is installed at the mouth of the portal to locate any cloaked vessels that might attempt to enter the sector, while their passage would be announced by the energy discharges inside the portal.
A Sun Dancer class battlecruiser is on patrol inside the Portal Sector at all times. At the moment this is the USS STARSEED.

Orbiting Gaia at the Lagrange point ahead of Demeter, the Fleet Yard has capacity to maintenance two Galaxy class size vessels and several smaller units at a time. The Construction Yard is at the Lagrange point behind Demeter, and allows the construction of vessels up to Hood class size locally, as well as finishing pre-assembled ships of the bigger classes.
