He is a billionaire businessman head of Cordco Industries. He has previously built armored suits for a group calling themselves the Raiders who attacked Iron Man. He was hoping in this scenario that the suits would be shown to be strong so he then tried to sell them to SHIELD who then arrested him since he broke the law showing how strong the suits were. He later was working with scientists in the Armor Wars to be build the Firepower armor that was to kill Iron Man and appeared to had done that at one point.
Currently has had hired the US Agent to lead the Jury against the Thunderbolts to capture them. Since he has pledged to people of Colorado to see the Thunderbolts in jail since they are criminals.
