With the disappearance of Captain America and Bucky in World War Two the government felt it necessary to find replacements. For a replacement was Bucky. The government thought it wise to choose one of the original Bucky's friends and Fred Davis was chosen and given training. He and the second captain America continued to fight throughout the war until Fred was seriously injured by the villain Lavender and never recovered for his injures. He was given a place in the V-Battalion and earned his place on the Penance council. He looked up to Roger Aubrey who he thought might be turning into a villain before Aubrey retired.
