Mach-1 Goes to Jail

Mach-1 goes to jail for the good of the team. When Hawkeye took over as leader of the team this was his final condition. To give them a chance at redeeming themselves for crimes like robbery, fraud, and conspiracy, are for Mach-1 to go to jail for being the only 'known' murderer on the team. (MoonStone murdered Primotur Jekuakkekt on another world called Kosmos, but Songbird and Mach-1 were the only witnesses and have kept it a secret) The murder Hawkeye is referring to is that of Dr. Jaret Goulding. In Deadly Foes of Spider-Man #3, Abe (as the Beetle) and the Sinister Syndicate killed the doctor to make an example of him.

Murder
Goulding had a large gambling debt and had held out on one too many for the Kingpin. Despite the fact that Goulding could have paid the Kingpin back all he owed plus interest, Abe killed him in accordance with his orders, to make an example of him. So in Thunderbolts#23 Mach-1 surrendered himself to authorities.

MurderIn Thunderbolts#26 The Commission on Superhuman Activities took an interest in Mach-1 when he stopped a prison escape attempt by boomerang, Rhino, among others. Just why are they so interested in someone in his position once it came to their attention?

In Thunderbolts#27 the issue gives a little information on what deal the Commission will be making with Mach-1. There are comments about the country's security needs and how to reach them. S.H.I.E.L.D. registers a complaint with the releasing of Mach-1 but its pushed aside.

In Thunderbolts#29 Abe Jenkins (Mach-1) thinks he getting transferred to another prison in the middle of the night but actually gets picked up by the Henry Gyrich and Valerie Cooper of the Commission on Superhuman Activities.

Abe has since used the new Beetle armor for a bargain with the Commission for his freedom to steal Omega-32 from a Roxxon facility, and fought Speed demon, Hydro Man, Whiplash and Blizzard who were bodyguards of Justin Hammer. Abe thought that the Commission would never keep their end of the bargain so he double-crossed them. Hawkeye also had a few things to say to Gyrich about Abe not going back to jail in the Hawkeye and the Commission plot in the Oracle section. Abe has since returned to the team now with a new armor suit calling himself Mach-2
