V-Battalion

In Thunderbolts #35 Citizen V is given orders to assassinate someone. She freaks out saying "What?! I--I can't do this---you can't expect me to assassinate him!" As for who Citizen V was supposed to assassinate it is never revealed since she runs away from the V-battalion eventually to meet the Thunderbolts in #39. It has to have been someone she would never think of assassinating or a very difficult opponent for her to have freaked out the way she did. Maybe one of the Thunderbolts, or another hero but that wouldn't make sense with V-battalion's motives. Its even possible that with Jolt already dead that the V-battalion wanted her to assassinate Scourge or Scourge's boss since the Penance council is resourceful.

At the end of Thunderbolts #39 Dallas Riordan in her Citizen V costume argues with the apparition of Roger one of the Penance council. Dallas talks about the Council having compromised its beliefs, other people, her and her father over the years. Roger also reminds her to not comprise their secrecy. What other secrets and things has the V-Battalion done? The V-battalion are heroes but have done some bad things in there past to attain their goals.

Atlas stows away on the V-Battalion's ship the Vanguard Carrier to find out any information that will help the Thunderbolts track down Dallas as she was taken away by the Crimson Cowl. After the Thunderbolts and the V-Battalion fight amongst themselves and then work together to defeat Sandman Atlas has a meeting with the Penance council to learn about Dallas since the Penance Council promised they would come clean.

The question of who the V-Battalion ordered Dallas Riordan to kill comes back in Thunderbolts #47 as Roger Aubrey says they were right to order the assassination and he continues with "accelerate the contingency plan" as he looks at both Atlas and Scourge on a view screen. It appears Roger was taking about Scourge not Atlas since Roger also says "He has activated the weapon". Likely the V-battalion or least the council knows who Scourge's boss is and Scourge is the weapon that has been activated. Just what this has to do with a plan of there's is not known.

When Dallas was given the order to assassinate someone Dallas must have either known Scourge of his boss to be so alarmed at her target. If she didn't know who it was or the importance of such objective it would just be another assignment for her to complete and wouldn't be a big deal at all. If perhaps the V-Battalion is currently involved in another assassination other than the one they order Dallas to carry out then everything doesn't work out as well.

The V-Battalion were going to have Dallas assassinate Scourge's apparent boss Henry Gyrich but they discovered his plans but since she refused and ran from the V-Battalion they had to put the contingency plan into effect. When Elisabeth Barstow and Roger Aubrey see the battle between Scourge and Atlas on a view screen Roger says that the contingency plan has to be accelerated. The plan was assembling a team called the Redeemers. The members of the team were offered pardons and took the costumes similar to the Thunderbolts and related names that were no longer being used like Meteorite, Smuggler etc.
