Answer: The chess.net policy is that users may bring any issue involving acomplaint about another user to the attention of an admin. We have made it easy to get the attention of an on-duty admin by implementing an /assist command. If there is no admin on duty, they may send an email to support@chess.net with their complaint or allegation. They may also /message any admin on our staff. If we receive a complaint from a user alleging that another member is 'cheating' (most commonly by using computer assistance to play the game) we will refer it to our CAST (Computer Abuse SWAT Team) group. This group consists of an FM, a person experienced with computer chess program 'profiles' and the Head Admin. From time to time, we may avail ourselves of other resources if the need arises. I'd like to point out that we detail many different activities that we deem to be unethical in our 'abuser' help file at our web site http://www.chess.net/help. Some of these activities (for example, rating inflation by getting another player to lose to boost your rating, playing only persons with provisional ratings, or creating a duplicate account and playing against one's self) will be dealt with much differently than someone suspected of computer abuse.
