ROLE AND FUNCTIONS OF THE ISMAILI DISTRICTS

v   Scouting Movement in Pakistan is governed by the Ordinance No. XLIII of 1959 (known as Pakistan Boy Scouts Association (PBSA) Ordinance, 1959) and the subsequent rules, latest being those published vide SRO 140/KE/93 in the Gazette of Pakistan, Extra dated July 27, 1993, and known as Pakistan Boy Scouts Association Rules, 1992.  These rules of 1992 which define the policies, organisational setup for effective management and rules for administration of PBSA are also known as Policy, Organisation and Rules (POR) of PBSA. 

v   Districts being the sub-associations of Pakistan Boy Scouts Association (PBSA), will maintain their commitment towards fulfillment of regulations of Policy, Organisation and Rules (POR), National Training Policy & System and National Youth Programme Policy & System of the PBSA. 

v   Correct interpretation, monitoring and implementation of the contents of POR, National Youth Programme Policy & System and National Training Policy & System of PBSA are exclusive right of the National, Provincial and District Scouts Associations of Pakistan. 

v  It is mandatory and sole responsibility of National, Provincial and District Scouts Associations in our Country to disseminate and spread out the National Youth Programme Policy & System as well as National Training Policy & System amongst the Youth, and Young and Adult Leaders involved in the Scouting Movement in Pakistan and our District has actively carried out the Scouting Programmes, Principles, Policies and Systems within our District regularly and accordingly, and will continue the same in future also.

v  In the year 2003, PBSA introduced “National Youth Programme Policy & System” for Rovers, Scouts and Shaheens and “National Training Policy & System” for Young and Adult Leaders; since than, Ismaili District Boy Scouts Association has organized from time to time Seminars, Workshops and Lecture Programmes to implement National Youth Programme Policy & System and National Training Policy & System within the District for its aforesaid members i.e. Rovers, Scouts, Shaheens, Young and Adult Leaders effectively.    

v  The District, with the constant organization of Camps, Seminars, Workshops and Lecture Programmes & also strict monitoring and proper follow up of Programme System of POR, National Youth Programme Policy & System, National Training Policy & System of PBSA, has earned with the kind blessings of Almighty Allah, many laurels, honors, awards and appreciations from the Leadership of our Community, Provincial Scouts Headquarters, Sindh and National Scouts Headquarters, Islamabad. 

v   Districts, Scouts Groups / Units of the Scouts Groups are part of Pakistan Boy Scouts Association and are accountable and responsible to follow their instructions, decisions and directives meticulously.

v   Each Scouts District is responsible for implementing the National Training Policy & System as well as National Youth Programme Policy & Systems of PBSA at the Scouts Groups level and has to follow stringently regulatory procedures as outlined in the POR and frequent instructions from the National and Provincial Headquarters.

 

v   Each District has an exclusive mandate to ensure that principles of scouting movement are being adhered to by their concerned Scouts Groups and therefore it is solely responsible for: 

o  Monitoring and accountability of Scouts Groups. 

o  Implementation of training for youth members of all three sections, i.e. Shaheens, Scouts and Rovers, as mentioned in the National Youth Programme, Policy and System. 

o  Grooming and upgrading of leaders as per National Training Programme, Policy and System including organization of courses for leaders.

o  Execution of scouting activities including camps, hikes, Rallies, Trainings, Workshops, Seminars and other events as part of requirements of various training courses. 

o  Nomination of Shaheens, Scouts, Rovers and adult leaders for Provincial, National and International Scouting events, activities and programmes. 

o  Appointment and re-appointment of Scouters including Group Scout Leaders and issuance of warrants for their appointments. 

o  Nominations / Recommendations for Presidential Awards and Training Awards to their respective Provincial Scouts Associations. 

 

ADMINISTRATIVE SET-UP OF DISTRICTS IN SINDH

v   The District is a branch of Sindh Boy Scouts Association (SBSA). 

v   SBSA is one of the nine Provincial Scouts Associations of Pakistan Boy Scouts Association (PBSA) and comprises of a setup of 26 Districts through out the Sindh Province i.e. 23 Civil Districts and three other Districts in Karachi (Open District, Ismaili District and Private Schools Management District). 

v   Primarily, scouting movement is practically being managed in the country by Provincial Scouts Associations. 

v   According to the Bye-Laws of the Sindh Boy Scouts Association (SBSA) and POR of PBSA, our District cannot depute or loan Scouters for Training / Programmes / Activities purposes to other Scouts Districts of Pakistan or other Provincial Scouts Headquarters of Pakistan, without the permission of the Sindh Boy Scouts Association. 

v   Before the introduction of “National Youth Programme Policy & System” and “National Training Policy & System”, Programme System and Adult Leaders Policy of Pakistan Boy Scouts Association (PBSA) was in operation, and accordingly our District, since its establishment in late September 1994 as separate Scouts District in Sindh, has worked very hard to improve quality, standard and better vision for its members i.e. Rovers, Scouts, Shaheens, Young and Adult Leaders. 

v   Jurisdiction of our Districts for implementing the Scouts Activities and Programmes is up to Karachi and as per Bye-Laws of the Sindh Boy Scouts Association and also of our District, the District is totally committed and responsible to implement POR, National Youth Programme Policy & System and National Training Policy & System of PBSA within our District. 

v   The purpose of the Districts is to manage the movement with efficacy and as per the rules and regulations of PBSA.  

v      There are four Scouts Districts in Karachi namely:

o   City Scouts District Karachi. 

o   Karachi Open Scouts District. 

o   Ismaili District Boy Scouts Association (IDBSA). 

o   Private Schools Management Scouts District. 

v  It is a mandatory requirement for all the Scouts Groups of Pakistan to get registration with their respective Provincial Scouts Association of Pakistan through their concerned District Scouts Association. 

v  Ismaili Scouts Groups of Karachi are registered with the Sindh Boy Scouts Association (SBSA) through the Ismaili District Boy Scouts Association.
