warmest felicitations to the officers and members of the Rotary International District 3780 (Quezon City District) as you hold your
Centennial Anniversary Celebration and District Conference 2005.
I laud your
unwavering commitment to community development. This Administration appreciates your invaluable contribution to our goal of strengthening
the economy and serving our people.
The Rotarians
have long been a potent force in social transformation. This forum is a great opportunity to forge stronger ties among your members and
inspire each of you to renew your commitment to the cause that has distinguished the Rotary.
I wish the
success of this gathering. May you be one with government in realizing the targets that we have set in the Medium-Term Philippine
Development Plan to improve the economy, promote peace, fight poverty and beat the odds.

WHEREAS,
ROTARY was founded on February 23, 1905 in Chicago, Illinois, USA by Paul Harris;
WHEREAS,
ROTARY has served and continues to serve practically every humanitarian need through its
humanitarian, cultural and educational programs;
WHEREAS,
ROTARY was introduced in the Philippines in 1919, with the organization of the Rotary Club of
Manila, the first Rotary Club in Asia. The popular and prestigious movement has now grown into ten Philippine Rotary Districts with more
than seven hundred (700) Rotary Clubs;
WHEREAS,
ROTARY is now celebrating a century of service, a new century of success.
NOW,
THEREFORE, I, GLORIA MACAPAGAL ARROYO, President of the Philippines, by virtue of the powers
vested in me by law, do hereby declare February 17 to 23, 2005 as Rotary Centennial Week in the Philippines.
All departments,
agencies and instrumentalities of the national government to extend cooperation and assistance to the various Philippine Rotary Districts
nationwide to celebrate with appropriate ceremonies and programs the role played by Rotary in the upliftment of the disadvantaged members of
our society and in bridging the gap between the privileged and underprivileged sectors of Philippine society.

It is a pleasure to
greet the members of ROTARY INTERNATIONAL District 3780 as it holds the "Centennial District Conference 2005" on February 21-23,
2005 to cap your Centennial Week Celebration on February 17-23, 2005. I laud Rotary's 100 years of success in service.
Rotary remains to be
the largest non-government financial contributor to the global polio-eradication effort. No wonder, Rotarians have been praised by past WHO
Director-
General Gro Harlem Brundtland for this humanitarian goal.
This significant
event will stir your passion about caring for others. It would inculcate in you dedicated responsibility and sensitivity to the needs of
others. Rotarians continually strive for the achievement of world understanding and peace through local, national, and international
humanitarian, educational and cultural programs. Accordingly, I commend you for all your endeavors.
The call to citizen
participation in addressing the needs of our less fortunate brothers is resonant now more than ever before. The Arroyo administration is
cognizant and appreciative of the support tendered by the private sector.
I, therefore, exhort
the ROTARY INTERNATIONAL District 3780 to continue its worthwhile endeavors. May your efforts awake the compassionate nature of our nation,
as well as give hope for a prosperous future for our countrymen.

government commends the CLUBS in ROTARY INTERNATIONAL DISTRICT 3780 on the occasion of its Centennial Anniversary Celebration and District
Conference 2005.
The name Rotary has
already become synonymous with dispensations of socio-economic services for the benefit of the marginalized sector.
All the Rotary Clubs
in District 3780 have established names among the most zealous and dedicated in pursuit of its own humanitarian activities, epitomizing your
prominent role in city and nation-building.
The 21st century saw
the coming of the city's rapid development and progress. From a poor man's land not too long ago, Quezon City has evolved to become one of
the richest and best managed cities in the country today and in years to come.

Dear Rotary Leaders,
My sincere best
wishes to all of you and congratulations to all the Club's District Officers as you hold your District Conference 2005.
As the Rotary
leaders, 2004-05 is an important year for you, and all of Rotary. There are few organizations that last one hundred years. The fact that
Rotary has reached this important milestone is a sign that there is a tremendous need and support for Rotary service.
This year will be a
time when the wisdom, humanity and the capabilities of all club and district officers will be entirely devoted to advancing Rotary's mission

Di and I are
delighted to represent RI President Glenn and Mary Estess at your District Conference and to celebrate with you 100 years of Rotary Service.
In 1919 the
Philippines was the first country in Asia to charter a Rotary Club, and now 85 years later there are some 19,600 Rotarians in 723 clubs.
The first club in
your district was chartered in 1960 and since then your achievements have been many, with tens of thousands of needy people having benefited
from your generosity.
We wish District
Governor George and Mel a very successful Conference and every joy as they continue to serve.
We give thanks to
all of the Rotarians and their spouses who have given so much in the service of others, and as we look back at the achievements of the last
100 years, may we be encouraged to go forth to serve even more fervently than before.

.Rotary's one
hundred years anniversary is a milestone to be celebrated worldwide by Rotarians, and the millions of people who have benefited from the
myriad of its services notable the PolioPlus program, which aims to eradicate from the face of the Earth the dreaded polio virus in the next
two years.
We owe this historic
event to the thousands of District and Club officers, who have unselfishly served humanity through all the years, from the foundation of
Rotary on 23 February 1905 at Chicago, Illinois, USA up to the present.
Beginning July 1,
2004 the change of men in the leadership of the Head Office, the 529 Districts and the 31,603 Clubs in 166 countries ushered in a new vision
and mission, like a fresh wind with renewed vigor, commitment and dedication to provide humanity with more services that address practically
all human needs without regard to color and political affiliation.
We are confident that with the
election by your club to the new set of officers to whom the mantle of leadership had been given for the Centennial Year, they will provide
through their collective leadership, skills and experience not only a change of men but more importantly a "change in men."

My spouse Cyma and I
send our warmest greetings to our fellow D-3780 Rotarians on the occasion of our District Conference 2005.
We may be physically
acroos the miles here at Anaheim, California for the International Assembly, but our thoughts are definitely iwth all of you.
DG George L. Howard
and spouse Mel, his Centennial Presidents and District Officers must be commended for pulling off a feat in our district's history - a
weeklong celebration of Rotary's centenary.
Of course, the
Centennial Anniversary Celebration and District Conference organizers led by District Chief of Staff Eduardo B. de Guia must be congratulate
for their commitment and hard work.
As we all Celebrate
Rotary, let us reaffirm our solemn commitment to Rotary ideals. Let us focus on the twin goals of Cooperation and Continuity for the

Our Rotary

this juncture of history is truly a great honor and a rare privilege. Very few organizations can claim to have withstood the test of time.

Ralph Waldo Emerson
once said: “An institution is the lengthened shadow of one man.” Paul Percy B. Harris, our illustrious founder, is that man.
At the age of 37, he
literally changed the world. Aside from introducing his Rotary vision, he launched a philosophy.
Rotarians in 166
countries have kept faith with his vision and philosophy since then. Thus, we celebrate not just a hundred years of service but a hundred
years of faithful service.

Glenn E. Estess, Sr. is the Retired Chief Executive Officer of Glenn Estess Associates, Inc. Born
in Pike County, Mississippi, he earned a degree in Chemistry and Physics from Tulane University in New Orleans, Louisiana. Glenn is one of
five brothers who were Rotarians. At one time four were Presidents of their respective clubs.
Mr. Estess is past chairman of trustees of the Baptist Health Systems, an eleven-hospital system
headquartered in Birmingham, Alabama with approximately 10,000 employees. He served as director of the Better Business Bureau of Central
Alabama and as a trustee of the Workmen’s Compensation Trust of the Business Council of Alabama. Earlier in Florida he was chairman of the
YMCA, the American Chemical Society and the Arthritis Foundation. He was also a member of the Board of Regents of the National Association
of Personnel Consultants in the United States.
A Rotarian since 1960, first in club #41 at Jacksonville, Florida (U.S.A.), then Wayne, New Jersey
(U.S.A.). Glenn was an Advisor to the 1997 RI Convention Committee, PolioPlus National Coordinator in 1987-77. During his tenure as a
Trustee, Glenn served as chairman of the Foundation’s Finance Committee and Vice Chairman of its Program Committee. He was RI’s
International Assembly Chairman and Moderator in 1999.
He formerly was a member for four years and Chairman for one yea of RI’s Audit & Operations
Review Committee. This is RI’s only committee having a six-year term that was mandated by the 1998 Council on Legislation with terms of
reference providing responsibility of oversight of all Rotary International Operations. This Committee serves in an Advisory role to the
Board of Directors. Glenn was the Chair of the 2002-2003 Membership Development and Retention Committee. Glenn is a Rotary Foundation Major
Donor, a Paul Harris Fellow, and a Benefactor. He is the recipient of the Citation for Meritorious Service and The Rotary Foundation’s
Distinguished Service Award.

George is married to the former Imelda Junio of Dagupan City and Davao City, also a product of U.P. (BSHE, 1967)
with whom he has six children.
Born in Cavite City in August 23, and 5thg child of six children of Jose L. Howard of Manila and Cavite City and
Librada Levita, also of Cavite City. George traces his roots to his paternal grandparents Arthur Howard of London, England and Clara Lejorde
of Rizal, and maternal grandparents Marcos Levita and Rosario Mendoza, both of Cavite.
Educational Background
He is a product of the parochial schools, San Miguel
and Quiapo Parochial School, and Malate Catholic School, where he finished his elementary and high school education (1958). He was graduated
with degree of Bachelor of Science in Foreign Service, University of the Philippines (BSFS, 1962) and Bachelor of Laws also from the
University of the Philippines (LLB, 1967).
Extra-Curricular Activities
He was active in student affairs and campus
politics. He was Corps Commander of the UPROTC (1962), and recipient of four medals: (2) efficiency, a loyalty and leadership medals, During
his term UPROTC was rated the most outstanding unit, and also won the tactical Award. He also served as President of the U.P. Vanguard
Fraternity, the association of the U.P. Corps of Cadets; Lord Chancellor, Alpha Phi Beta Fraternity (UP Exclusive Law Fraternity), 1964);
Editorial Assistant, U.P. Philippinesian Yearbook (1962), and Secretary General, Student Councils Association of the Philippines (SCAP,
1964) and Philippine Delegate, Regional Seminar, Kuala Lumpur, Malaysia sposired by the International Students Conference (ISC, 1964).
Professional Background
A practicing lawyer (litigation), he has been
engaged in the practice of law for more than thirty years, and has his own firm, George L. Howard Law Office. He was Editor-in-Chief, U.P.
College of Law Alumni Association Yearbook in 1992.
In 1986, he served as Consultant, Presidential
Commission on Government reorganization (PCGR). His work consisted of the preparation, drafting and/or review of the proposed Executive
Orders reorganizing the Executive Department under Her Excellency, President Corazon C. Aquino, and other related measures, which have been
incorporated in the Administrative Code.
In 1989, he was retained as Legal Consultant of the
Department of Budget and Management (DBM) involving the rationalization of the Government Owned or Controlled Corporations (GOCCs) through
the preparation of drafts of proposed legislative bills/and or administrative orders affecting GOCCs, a World Bank assisted project.
He is a Director and Vice President of the
prestigious Club Filipino in Greenhills, San Juan, and concurrently serves as the Chairman, Legal and Legislative Committee. He is an active
member of the
Integrated Bar of the Philippines, and a Legal
Counsel of several companies.
Extra-Curricular Activities
He joined the Rotary Club of San Francisco del
Monte, on 03 July 1987 sponsored by PP Lorenzo “Lore” Veneracion, Charter President of RC Quezon City-North, a dai\ughter club.
Appointed District Chairman of the “Rotary Forum” on his 3rd month as a Rotarian by District Governor Jesus Laxamana for
Quezon City Mayoralty candidates in October-November 1987, the first public political debate in the history of Quezon City, perhaps in
Philippine Politics.
He became Paul Harris Fellow in 1987 and awarded
another Paul Harris Fellow by the district in RY 1994-1995 being the “District Rotarian of the Year” and also voted “Most Outstanding
Club President.”
He was Club Director in December 1988,
Editor-in-Chief of the Special Issue of the “Tambuli”, a lampoon issue (1988), the 1st in the Club and District,
Editor-in-Chief, Club Bulletin, RY 1988-89; Vice-President in 1991, President-Elect RY 1993-1994 and President RY 1994-95.
He holds the distinction of having “sponsored”
ore “inducted” the most number of Rotarians in SFDM (7 in all) PP Paeng Ortega, PP Bing Licuanan, PP Penny Policarpio, Treas. Hermie Tamayao and Directors Bobot Dino, Arnold Guerrero and Joe Hung, incumbent officers of
the Club and/or District.
On 16 December 2002, he was elected as District
Governor Nominee thru a ballot-by-mail with one of the widest margin in the district’s history.
CLUB: He is a multi-awarded Rotarian, with a total of 30 awards including 18 major and 4 other Club awards. These include
eight times -Rotarian of the Year/Most Outstanding Rotarian: a “Most Outstanding Rotarian” (Rotarian of the year), Rotary Club of San
Francisco del Monte, D-3780, RY 1994-1996, “Kataas-taasang Karangalan” (Most Outstanding) RY 1997-1998 and Rotarian of the Year, RY
2000-2001, and also Rotarian of the Year, RY 2001-2002.

... we have a
common mission and vision to re-establish the pre-eminent role of Rotary as a leading NGO in the service to the people in Quezon City and
Philippines.
The district shall
provide the leadership that will enable the clubs to take a more pro-active role in the effort to enhance the image of rotary as an “elite
” but not an “elitist” organization; that seeks out the best and most qualified persons to join Rotary; provide leadership in the
service of the community, and serve as exemplars or role models in honesty, integrity, hard work and service to the people.
We have worked
with and served humanity through all the years. A work of love that knows no bounds, and unrestricted by boundaries of creed, color and
political orientation.
We have addressed
every human need with a passion for service unequalled and unsurpassed with a spirit of volunteerism that has captured the imagination of
the world and influenced the concept and spirit of private initiative that spawned the birth of service organizations.
In celebration of
our service, I ask every “Community Warrior”, youy and I to recommit ourselves today, the beginning of our Centennial Year, to serve with vigor, unquestioned loyalty,
dedication and passionate commitment that knows no master except our vision and mission to serve others above ourselves.
On this historic day, may I call upon every Rotarian: Let us make our one year worthy of a
hundred.
