PART 17
Targets & Tactics

The urban guerrilla follows correct strategy by utilizing tactics that are both unexpected and diversified. The urban guerrilla does not arbitrarily choose this or that model of attack. Some operations are simple; others complicated. The inexperienced urban guerrilla must be introduced gradually into first simple, and later more complex operations. He is assigned minor missions until he becomes a fully qualified urban guerrilla.

Before an operation, the urban guerrilla must plan his tactics and select proper personnel. Technical operations require technically-experienced personnel, and cannot be accomplished by the inexperienced. in light of the above, the guerrilla can carry out the following types of operations:

  1. armed assault;
  2. raids and infiltration;
  3. occupation of an area or place;
  4. ambush;
  5. street operations;
  6. strikes and walkouts;
  7. encouraging desertions, creating diversions, and the expropriation of weapons, ammunition, and explosives;
  8. the liberation of prisoners;
  9. executions;
  10. kidnapping;
  11. sabotage;
  12. terrorism;
  13. armed propaganda; and,
  14. conducting a war of nerves.
