After some research on Fai Young's original works, the original related magic circle is as follows:

It says the sum of the numbers along the straight (vertical or horizontal) or tited lines or the circumference equals 147, which means the number 9 at the centre is included in the calculation (138 + 9 = 147). I think Fai Young's intention is to involve all the consecutive numbers from 1 to 33 in constructing the magic circle.
