The National Confederation of Officers Associations (NCOA) represents 1,50,000
Managerial and supervisory staff of the Public Enterprises owned by the
Government of India.
The Indian Public Sector Enterprises have an investment of more
than US $ 50 billion. The enterprises are in almost all sectors of the
economy. Steel and non ferrous metals, coal & lignite, power, oil.
fertilisers, chemicals, engineering industries, airlines, shipping, tourism,
telecommunications, construction, consultancy, textiles, agro based industries
etc.
The issues for which NCOA is struggling are:
- national labour legislation for the rights of managerial and supervisory staff.
- ratification by the Govt of India of the ILO's conventions on Freedom of Associations and Right to Collective Bargaining
- privatisation
- negative impact of structural adjustment policies of World Bank/ IMF and agreements in the WTO
- renegotiation of salary contract that has expired on 1.1.1997
- revival of sick industrial units
