Bowl officials extended the contract with ESPN for six years, which meant the cable network would televise the game through 2001.

Duke was ranked number twenty-five in the nation with an 8-3 record, while Wisconsin came to Tampa unranked with a 6-4-1 record. The Duke Blue Devils were under first year head coach Fred Goldsmith and the Badgers were coached by Barry Alvarez. Wisconsin was Big Ten champions the previous season and won the Rose Bowl. The attendance was 61,384 for the first meeting between the two schools.

photo Duke quarterback Spence Fisher (28 of 46 for 314 yards) was intercepted on the team's first three possessions and had a record four passes picked off. This helped Wisconsin get off to a 13-0 lead after one quarter, however, the Blue Devils came back early in the second half to tie the game at 13-13. It was the ground attack that lead the way for both teams, as Wisconsin running back Terrell Fletcher scored two touchdowns and Duke's Robert Baldwin rushed for two TDs. Bill Khayat did catch eleven passes for 109 yards for Duke. In the end, despite a dozen penalties, the Badgers prevailed 34-20. Wisconsin had won four of their last five games, while Duke had lost four of their last five. Terrell Fletcher set bowl records for rushing yards (241) and attempts (39), and had a two-point extra point run to go with his two TDs. Fletcher was named the game's MVP. Barry Alvarez said of the 5' 9" running back, "That little guy is something."
