Captain L. T. Chng (LTC) is the sole proprietor of :-

EAST ASIA Marine Services, and its subsidiary
EAST ASIA Marine Ports & Terminal Consultancy

After his sea sailing career, LTC came ashore and worked as a Harbour Pilot (unlimited tonnage) and the Controller of Port Operations in the then Port of Singapore Authority (PSA). He later served as the Controller of Special Projects for national planning in the Maritime Port Authority of Singapore. Some of LTC's major projects and works were:

  •  Development of Expert Systems to optimise management of resources: Pilots & Tugs, Launches and Logistics Support.

  •  Project Management of Singapore Vessel Traffic Information Systems (VTIS) and Port Vessel Traffic (VTS).

  • Hydraulic Tidal and Traffic Studies associated with national infrastructure projects such as Jurong Island Reclamation Project.

  • Ship Simulation on Channel and Navigation Design of New Berths.

  • National Representation on IMO Marine Safety Committee Conference. Malacca Straits Revolving Fund Committee, the tripartite committee representing Indonesia, Malaysia and Singapore that oversees the Safety of Navigation through the Malacca and Singapore Straits.

  • Management of National Marine Disaster and Mitigation Control.

  • Conducting of Collision Investigations and Commission of Inquiries.

LTC left the Statutory Board after having served his scholarship bond to join Pacific International Lines (Private) Limited. He headed the company's Operations. PIL operates 65 container vessels and 35 service routes. These services span from China to Red Sea, Persian Gulf, Indian Sub Continent, Australia, New Zealand and East Africa. During his tenure as Head of the Operations Department, beside Liner Service operations, he was involved in Container Consortia Management, Chartering of container vessels to supplement PIL's fleet, On/Off Hire surveys and Project Cargoes Management. He was later transferred to PIL's Logistic Division to take charge of Cost Control and Management of PIL's Network of Depots & Terminals Agreements.

LTC left PIL to join PSA Marine Pte Ltd where he worked together with SEMCO Salvage & Marine Pte Ltd in Marine Transportations, Wreck Removal, and Semi-Submersible Dry & Wet Tow Operations before leaving to set up his own business enterprise.

LTC is a professionally qualified Master Mariner, a fully competent experienced Ship Handler of all types of vessels from VLCC to Oil Rigs and trained by the Japanese Maritime Safety Agency (JMSA) in National Disaster and Chemical / Oil Spill Pollution Control. LTC also has a Master in Business (Logistics Management). His all-round marine experiences and know-how are assets to you. He knows front line, back end as well as business requirements to support your service needs.
