Development is lasting and sustainable if it is
fully guided by the parameters and strategies:
ECOLOGICAL
- The integrity and carrying of capacity of the
environment and natural resources are not degraded, but rather
conserved, protected and enhanced in the process of development.
- Environment management tools in policy and decision
making, covering the full life cycle of economic commodities as
well as services, such as, but not limited to integrated resource
planning are adopted.
- The biological limits to natural resource productivity
are scientifically researched and established and become the basis
for strategic decision societal use of the country's natural resources.
- Environmental protection is viewed as a shared
and indivisible responsibility of all individual's families, communities
and other institutions in society.
- Communities' access to and control of common
natural resources, such as water and bio-diversity ids assures.
- Biological diversity conversation and enhancement
are pursed through direct involvement of local communities and
indigenous peoples and the extension of support to institutional
initiatives including the harmonization of natural and local policies,
legislation and programs to protect bio-diversity.
- Regular review, proposals for appropriate amendment
or repeal and strict enforcement environmental laws are undertaken
by both communities and appropriate government institutions.
