CONSTITUTION, Proposed Amendments - April 14, 2003
Article I - Mission Statement
1.01 We aim to give female athletes an opportunity for competition, recreation
and fun, and to promote the development of this exciting sport among different
age groups and skill levels.
Article II - Definitions
2.01 The East York Ladies Softball Association hereafter referred as the
"EYLSA".
2.02 The Executive refers to all elected members as outlined in Article IV. The
Executive provides direction and support for the league and does its
organizational work. Each active Executive member has one vote. Decisions made
by the Executive require a 2/3 majority vote; decisions will be made by
consensus wherever possible.
Article III - Membership
3.01 The EYLSA is a fast-pitch softball league of women born in 1987 or
prior.
Article IV - Executive Positions and their Duties
4.01 The Chairperson shall:
i) Supply an agenda for and attend all general and executive meetings
ii) Supervise the administration of the Executive and the League
iii) Liaise with umpires and City regarding Park Permits, lights, etc.
4.02 The Secretary shall:
i) Take minutes of meetings and distribute them to the Executive.
ii) Compile player lists for teams
iii) Print and distribute league game schedules
iv) Keep all league records from year to year
v) Print updates to the Constitution and the Rules and Regulations
vi) Assist with developing the season game schedule
4.03 The Registrar shall:
i) Control the waiting list and oversee the organization of final team
rosters
ii) Keep statistics of games played and standings and post same
iii) Keep records of attendance for players
iv) Keep list of enrollment and registration
v) Assist with developing season game schedule
4.04 The Social Convener shall:
i) Organize Banquet Committee, set draw and print tickets
ii) Set banquet facilities and banquet agenda
iii) Oversee distribution and selling of extra banquet tickets
iv) Order awards for winners and sponsors
v) Help plan and organize fundraising
4.05 The Equipment Coordinator shall:
i) Control and manage all equipment (balls, bats, bases, etc.)
ii) Purchase all equipment
iii) Organize the set-up and clean-up of each park for game nights
4.06 The Treasurer shall:
i) Keep register of all bank transactions and financial statements
ii) Issue cheques approved by the Executive
iii) Issue payments to the umpires
iv) Manage all bank deposits
v) Assure that there are three (3) signatures on file; two (2) signatures are
needed to issue cheques
vi) Help plan and organize fundraising
4.07 The Advertising/Communications Coordinator shall:
i) Advertise registration nights for the league and any special events in email
bulletins, local newspapers and other postings
ii) Provide monthly updates during the season
iii) Help look for league and event sponsors
iv) Help maintain website
4.08 The Team Rep Coordinator shall:
i) Communicate with Team Reps on a regular basis during the season
ii) Convey the concerns and questions of Team Reps to the Executive
iii) Be the person contacted by Team Reps in the case of a default
iv) Provide assistance to players and Team Reps to clarify rules and
regulations
4.09 The Executive structure must remain in effect as long as the EYLSA exists.
Each Executive member is expected to assist in any capacity that is called upon
for the league.
4.10 The Executive has the right to eject, suspend, or cancel any membership
(player or coach) and are not limited to, those who have not abided by the
EYLSA Rules and Regulations, have been physically or verbally abusive or have a
detrimental effect on the integrity of the league.
4.11 Each position is a two(2) year term. Elections will be held every year
with four (4) Executive positions going up for election in the p
numbered year and four (4) Executive positions going up for election in the
even numbered year.
Article V - Team Representatives and their Duties
5.01 Each team will be required to provide one Team Representative. This person
will act as a liaison with the Executive and ensure all players on her team
have access to, and are aware of, EYLSA Rules & Regulations and our
Constitution.
5.02 Inform players in advance, about scheduled game changes such as defaults,
rain-outs, etc.
5.03 It is the Team Representative's responsibility to bring any issues (game
defaults, player conflicts, coach conflicts, etc. ) affecting their team's
ability to play to the Team Rep Coordinator.
5.04 As outlined in 9.02, the Team Representative will also be responsible to
vote when needed on behalf of their team if called upon.
5.05 The Team Representatives have the right to submit to the Executive,
recommendations that could lead to ejection, suspension, or cancellation of any
membership (player or coach) and are not limited to, those who have not abided
by the EYLSA Rules and Regulations, have been physically or verbally abusive or
have a detrimental effect on the integrity of the league.
Article VI - Registration
6.01 The EYLSA accepts both team registrations and individual registrations.
Individuals not affiliated with a specific team will be placed on a team by the
Executive.
6.02 The Executive hold the right to refuse, at registration, any player or
coach, and are not limited to, those who have not abided by the EYLSA Rules and
Regulations, have been physically or verbally abusive or have a detrimental
effect on the integrity of the league.
6.03 Registration fees must be paid in full before the beginning of the season
as outline in Article VII, Section I.
Article VII - Sponsorship
7.01 The sponsorship fee is $500.00. This entitles the sponsor to have
their name on their jerseys. The sponsor does not own the uniforms purchase.
The fees collected go into the EYLSA general fund to subsidize the total cost
of the league debts. All sponsor fees must be paid in full prior to the
beginning of the season, in order to guarantee a sponsorship.
Article VIII - Constitution and Rules and Regulations
8.01 In order to be amended, the Constitution must be accepted by vote of
the paying membership.
8.02 If there is any reason for an amendment to the Rules and Regulations
during the season that is of issue to the league as a whole, then the Team
Representatives (as stated in Article V) will have one vote. In other cases,
the Executive has the authority to make changes with a two-thirds (2/3)
majority vote.
8.03 The Executive by a simple two-thirds (2/3) majority vote, may change the
Constitution to correct spelling, grammatical errors, or to properly renumber
Articles at any time long, as they do not affect the spirit of the Article.
Article IX - Repeal of Former Constitution and Effective Date
9.01 This Constitution repeals and replaces the previous Constitution
passed April 2002 and shall come into force upon its enactment by the Executive
and the Membership.
Certified as a true copy of the EYLSA Constitution 2003 enacted on the
Fourteenth (14th) day of the April 2003.
