The control of activities which presents major accident hazards involving dangerous substances (click for details)

The   Seveso II Directive (96/82/EC) having as goal the prevention of major accidents involving dangerous chemical substances was transposed in the Romanian legislation through the Governmental Decision 95/2003.

According to this legal act the companies, depending on the quantities of the hazardous substances used, have the following obligations:  

to establish a Major Accident Prevention Policy which will guarantee a high level of protection for the human health and the environment
to elaborate and submit to the territorial authority for the environmental protection and to the territorial authority for civil protection a safety report on the prevention of risks of major accidents

These documents have to be elaborated considering the following elements     

to be written and to include the global objectives, the principles and actions concerning the control of major accident hazards
the system of Safety Management should cover the following aspects:
organization and personnel - roles and responsibilities of the people involved
identification and evaluation of major hazards 
operational control
management of change
planning for emergencies - adoption and implementation of the procedures in order to identify predictable emergency situations
monitoring performance
audit and review
