- The control of activities which
presents major accident hazards involving dangerous substances (click

The Seveso II Directive (96/82/EC) having as goal the prevention
of major accidents involving dangerous chemical substances was transposed in the
Romanian legislation through the Governmental Decision 95/2003.
According to this legal act the companies, depending on the quantities of the
hazardous substances used, have the following obligations:
 | to establish a Major Accident Prevention Policy which will guarantee a
high level of protection for the human health and the environment |
 | to elaborate and submit to the territorial authority for the environmental
protection and to the territorial authority for civil protection a safety
report on the prevention of risks of major accidents |
These documents have to be elaborated considering
the following elements
 | to be written and to include the global objectives, the principles and
actions concerning the control of major accident hazards |
 | the system of Safety Management should cover
the following aspects:
 | organization and personnel - roles and
responsibilities of the people involved |
 | identification and evaluation of major
hazards |
 | operational control |
 | management of change |
 | planning for emergencies - adoption and
implementation of the procedures in order to identify predictable
emergency situations |
 | monitoring performance |
 | audit and review |
