Finally in 1863, England formed the Football Association, where the game was born. Clubs agreed to participate in the FA. A common set of rules were proposed and accepted. There were 13 rules except stating if there are any positions in the sport. But that was later resolved when the game became more sophisticated. Soccer was regularly played on public parks, that was changed because well kept playing fiels were needed. The first official international Soccer game was England vs. Scotland in 1872. Then an annual competition called FA Challenge Cup was set. The Scottish FA was formed in 1873. There was an increase of matches in the countries. New techniques such as heading the ball and using a "screw-shot", bending the ball in its flight were developed.

Players began to master the sport to its highest form. In the early 1880's people's interest in the game began to show, there was a growth in clubs entering various local cups. The coverage in newspapers was better because reporters had more details about a game on who was playing and who scored. The game was spreading over continents, the new game introduced new tactics, new enthusiams and new ideas. In 1884 Professionalism was illegal, Soccer players couldn't make profit from games. The fear of a region's best players being bought to play for another team was the main concern. But a movement years later legalized the practice. Since England had colonized much of the world they brought Soccer, and it mingled with the foreign nations. Over time the game became more popular and swept the world.
